Job Description

The HRQ Supervisor is responsible for implementing the different facets of Human Resources including Attraction, Retention, and Medical Services in Luzon. The position is also responsible for the proper execution of approved HRQ programs and ensuring that all policies and procedures being implemented are aligned with HRQ Mindanao. The incumbent is also the HRQ point person for Luzon Hydro Corporation (LHC).

Organizational Structure

  1. Assists in the organizational review and recommends possible changes on the structures and organizational set-ups for Hedcor based on short-term to long-term business development plans.

Attraction

  1. Anticipates, plans and strategizes with the team leaders on the current and future manpower requirements based on the business development plan.
  2. Ensures the implementation of attraction strategies and the timely and quality hiring of the right talents.
  3. Establishes strong relationships with relevant external parties (such as DOLE, Talent Search Centers, Universities, etc.) and ensures proper representation to external parties.
  4. Reviews and recommends job offer packages to ensure its competitiveness and attractiveness
  5. Oversees the on-boarding process for Supervisors and Managers to properly engage them upon hiring.
  6. Reviews and recommends appropriate assessment tools.

Retention

Compensation Planning

  1. Aligns market studies on compensation data to ensure competitiveness of compensation data internally vis-à-vis the external compensation data.
  2. Ensures timely release of annual merit increases and other unscheduled increases.
  3. Ensures alignment of compensation administration across the Hedcor group.

Benefits Planning

  1. Ensures annual review and implementation of approved benefits

Rewards and Recognitions

  1. Reviews and recommends enhancement to Rewards and Recognition Management Programs and ensures consistent implementation thereof.
  2. Instills a culture of rewarding outstanding performance.

Culture Building

  1. Reviews and recommends the enhancement of programs that affect organizational culture.
  2. Ensures timely implementation of culture programs and conducts regular evaluation to measure effectiveness of interventions.
  3. Promotes corporate values and drives organizational culture in line with corporate objectives.

Total Quality Management

  1. Reviews and recommends program that promotes Total Quality Management and ensures implementation of approved plan.
  2. Monitors implementation of ECSS, ICSS, and Aboitiz Way Survey in coordination with Team leaders.
  3. Crafts new INYOvation projects with Team leaders and initiates presentation of updates to HRComm.
  4. Evaluates effectiveness of Benchmarks and Zero-defect activities with Team leaders.

Employee and Labor Relations

  1. Reviews and recommends program that will intensify Labor and management relations to maintain Industrial Peace; conducts effective resolution of grievance and disputes; and conducts effective counseling program.
  2. Ensures the effective implementation of ER programs (i.e. LMC, events) and Employees’ Medical Welfare (i.e. APE, Medical assistance, etc.).
  3. Supervises the coordination and execution of the different company events and activities.
  4. Liaises and provides coordination between the management and the Labor Union (HEU).

HR Policies

  1. Reviews and recommends enhancement of HR Policies to promote industrial peace, comply with labor and regulatory requirements, resolve Human Relations related issues and concerns, and address current organizational needs.
  2. Studies and makes appropriate recommendations to management for out of policy cases.

HR Systems

  1. Supervises the administration of the company’s Oracle modules relating to General HR Services (i.e. HRMS, Oracle Time and Labor, Oracle Self Service, etc.) and Human Resources Information System (HRIS).
  2. Reviews and recommends maintenance and process improvements of ORACLE/ HR IT Applications (HRIS, CMS, MEDEX and other HR Systems in place).

Other Related Tasks

  1. Ensures application of Labor standards and government laws/guidelines efficiently and effective.
  2. Develops realistic team objectives and sustainable success indicators.
  3. Monitors the updating of the reports relating to the HRQ Division’s Key Performance Indicators (KPI) - Luzon.
  4. Prepares, monitors, and updates the department’s budget (Luzon).
  5. Monitors and updates ISO related reports for audit purposes.
  6. Evaluates performance of subordinates on a periodic basis to determine performance level and areas for improvement.
  7. Complies with company policies and procedures, safety rules and practices.
  8. Ensures that the division conforms to the company’s Integrated Management Systems policies, standards, procedures and guidelines.
  9. Ensures that the corresponding processes within the controllable functions are delivering their intended outputs.
  10. Ensures the promotion of customer focus throughout the organization.
  11. Ensures that the integrity of the quality management system is maintained when changes to the quality management system are planned and implemented.
  12. Reports any Integrated Management System events/incidents or potential events or other risks to the organization.
  13. Protects information assets from unauthorized access, disclosure, modification, destruction or interference by:
  1. Ensuring that confidential data such as rates, incentives, employee infractions, variance/ budget reports, medical results as well as contracts and notices are kept confidential and that the release of the said documents are controlled.
  2. Applying control on access of the Oracle and HRIS data as well as hard copy of 201 files.
  3. Discreetly cascading confidential information from the management.

Performs any other related duties and responsibilities that may be assigned from time to time by immediate superior consistent with the purpose of this role.

Minimum Qualifications

  • Must have a holder of Bachelor’s degree in Psychology, Behavioral Science, Human Resource Management or any related discipline.
  • Must be adept in the Labor Code of the Philippines
  • Must have at least five (5) years of direct experience in all of the facets of Human Resources Management
  • With at least three (3) years of leadership experience
