Job Description
Position Summary:
This position is responsible in providing assistance to the EPM Supervisor in ensuring a robust Energy Management System and coming up with solutions to optimize both the internal processes and commercial aspects of the supply and ancillary contracts for the Oil Business Unit
Duties and Responsibilities:
- Develops tools and implements the requirements of Energy Management System (EnMS) including energy management planning and review: energy baseline, energy performance indicators, identifying risk and opportunities, objective and energy targets to support policies and procedures
- Formulates Energy Management Policies, Procedures, and Guidelines for the Oil Business Unit
- Conducts awareness cascades to ensure the TMs and relevant parties are familiar with the policies and procedures and capable of using the established system
- Conducts regular audit to ensure that the relevant departments properly utilize the established energy management system and comply with policies and procedures
- Creates a platform for reporting dashboard to ensure energy management system operating and maintaining parameters can be monitored by relevant users including management
- Conduct a regular review to continuously improve or update the policies and procedures as necessary
- Develops solutions to improve and optimize systems and process related to Energy Management

Develop and implement performance monitoring and data

power plant equipment -
Coordinate plant performance data analysis to identify present and potential problems/trends and improvement opportunities, and recommend plant upgrades and process improvements

Identify and evaluate new ideas, methods, technologies, innovative techniques, materials and best practices related to plant operation, and recommend improvements

Establishes data analytics to interpret the O&M operational trends, rates and costs

Ensures that the internal costs in operation and maintenance are managed and optimized. These costs include fuel, lubes, and station service.

Lead the development of relevant BU directives, procedures and strategies for application across the BU
-
Monitors the commercial contracts compliance. Such contract may include PSA, ASPA, and other contracts of O&M either costs or sales

Develops solutions to improve and optimize the commercial components of the PSA, ASPA and other contracts of O&M
-
Ensures that the risks in the energy management system and Operations technology are identified, addressed, and managed to acceptable levels
-
Conducts regular audit to ensure continuous improvement on managing energy and OT related risks

Conducts meeting with stakeholders to resolve issues and concerns related to Energy Management and Commercial contracts of Oil BU in coordination with COBU

Ensures that the monthly bills and dues to NGCP, PEMC, and Utility Suppliers are timely processed for payment

Ensures compliance to Energy Efficiency and Conservation Act (RA 11285)

Prepares, reviews, and submits compliance reporting
requirements to the-
DOE - Monthly Operations Report & RA 11285
reportorial requirements -
SO - Outage Request and Planning Data

ERC - Operational data in GCMR and compliance
monitoring for ERC Reso 4, 10 and 21 and relevant
outage regulatory policies

Performs other related duties and responsibilities that may be required and assigned to the position such as 5S, business continuity management, safety and internal audit on management systems
Minimum Qualifications
- Bachelor’s degree in Engineering or any related course from an accredited institution
- 2-4 years experience in fossil-fuel power plant operations, maintenance or engineering, including plant performance (Experience requirement may be reduced for individuals with an advanced technical or business degree, or registration as a professional engineer)
- Knowledge of power plant system operation and maintenance practices
- Exposure to plant information systems, performance
- monitoring software application
- Particular expertise in assessing, tuning and optimizing power generation system components would be an advantage
- Knowledge in Power Market, Commercial contracts and Ancillary Services is an advantage
- Knowledge in Energy Management Systems (ISO 50001) and RA 11285 is an advantage
- High level people, communication, leadership, mentoring, customer and stakeholder management skills combined with the ability to manage multiple projects simultaneously are also crucial
