Cost Engineer | Project-based | Aguilar, Pangasinan  

Will be responsible in monitoring all aspects of the contractual and financial side of construction projects, minimize the costs of a project, add value to construction process, and maximize value of cost related work applications, while still achieving the required standards and quality. Ensures that assigned works are completed on time and within budget, and to the highest standards possible.

1. Strategizes on cost control management system of the project and responsible together with the Project PCC Head on commercial issues related to project cost. Suggests economical solutions maximizing cost expenditures and capitalize on available resources.

2. Oversees the proper and effective implementation of document management system of the project. Supervises the Document Controller in the adherence of project documentation to the Contract and requirements of Company standards.

3. Reports to the Project PCC Head the financial performance of the project and outstanding issues pertaining and affecting project costs on a periodic interval.

4. Assists the Project PCC Head to manage the overall cost control of the project. Responsible in handling the Laoag Budget Monitoring including reforecasting, monitoring, and reporting on savings or overrun of expenses.

5. Ensures project cost management processes, tools and techniques are effectively utilized in the project implementation for project cost control and monitoring. Create processes and tools to improve the existing system of cost control and monitoring.

6. Prepares Payment Certificate and monitors the proper release of payment within time frame in accordance with the Conditions to the Contract.

7. Provides weekly funding to accounting for cash allocation for the project under review and approval of Project PCC Head.

8. Reviews and evaluates Contractor’s submittals in accordance to Contracts minimizing cost overruns and time extensions. This includes claims for expense and loss and extension of time.

9. Orchestrates the effective relationship of Documentation and Cost Control Management within the project management group of the construction team.

10. Facilitates in the research of materials, labor and equipment markets to ensure the collection of sufficient and reliable data with which to produce cost estimates.

11. Reviews quantity surveyor’s evaluation of costs and program analysis of the construction work including the evaluation of variations, measurement of materials and quantities and recommendations of work done for payments. Oversee the consistent method of in quantity take-offs, scope development and progress validation.

12. Coordinates in conjunction with Project Manager’s preparation of the project budget update submission, reporting and forecasting project completion. Evaluate contractor’s baseline cost-loaded schedule and track project costs to contract closeout.

13. Prepares bi-monthly executive reports on projects cost status and progress, and reviews the project close out reports.

14. Attends progress meetings and reports on the current situation and manage the Cost and Planning Team to provide solutions and recommendation to cost and document related issues.

• Must be a Licensed Civil Engineer or Registered Electrical Engineer
• With at least two (2) years of construction-related work experience
• Preferably with contractor leadership/ management experience
