Job Description

The Safety, Health and Environment Specialist will be assisting in the effective and efficient implementation of company rules and regulations including national, local and community laws pertaining to safety and health

Safety Control and Emergency Preparedness

  • Verifies and evaluates incidents/accidents/near misses reported by the ERT, assists in determining the root causes and corrective actions taken to prevent recurrence.
  • Assists ERTL in the conduct of investigation of incidents/accidents and near misses and discusses report and analysis
  • Maintains an incident recording system (accident statistics, man-hours worked) and presents these
  • Submits annual/quarterly incident/accident/near miss reports to the Department of Labor and Employment Regional Offices and the Bureau of Working Conditions ,
  • Identifies hazards (existing and potential), assesses risks, and implements controls to eliminate identified hazards.
  • Maintains records of Health, Safety and activities and orientations, assists in emergency preparedness drills conducted and maintenance of fire fighting facilities.
  • Prepares emergency preparedness plans, programs and responses to ensure risks are managed and mitigated; includes these in the existing emergency preparedness response procedures.
  • Monitors and enforces use of personal protective equipment and maintains a list of PPEs provided.
  • Prepares programs/activities in promoting housekeeping.
  • Conducts regular and special Health, Safety, and Environmental inspections in coordination with grids and prepares inspection reports that are transmitted to the respective ERT for reference/action.
  • Capacity Building on Occupational Health, Safety and Security
  • Coordinates with Human Resource regarding Health, Safety and Environmental orientation and training programs, monitors and evaluates effectiveness of training programs in coordination with the Company Nurse and Department Heads.

Physical Security

  • Assists in the facilitation of protection and resolutions of theft, threats, and other situations which may endanger well-being of the organization.

Environmental Management

  • Drives and ensures the compliance to all applicable regulatory requirements (PD 1586, PD 705, PD 1067, RA 6969, RA 9003, RA 8749, RA 9275) and other instrumentalities (MOAs) that the organization subscribes to.
  • Develop strategies to reduce greenhouse gas emissions of the company.
  • Plan and develop implement waste reduction policy, plans and programs
  • Develop resource conservation plans within the company.
  • Implements programs and plans that ensures the ecological integrity of the river and to the environment where hydro plants are situated
  • Conducts research and prepares proposals to lessen the impact of hydro and solar operations to the environment.
  • Initiates programs to reduce environmental impacts of hydro and solar power operations
  • Monitor and evaluate progress of environmental improvement/management programs
  • Assists in developing policies, strategies, programs and codes of practice on environmental management
  • Acts as sustainability steward of the company. Thereby, relaying all applicable/feasible sustainability programs from Aboitiz Power to Hedcor.
  • Review environmental incident investigation report; and approve corrective/preventive action.
  • Collaborates with environmental scientists, planners, hazardous waste technicians, engineers, and other specialists, and experts in law and business to address environmental problems
  • Ensure presence of risk treatment plans for all critical environmental impacts and monitor implementation.

Minimum Qualifications

  • Must be a Bachelor’s degree holder in Engineering; Preferably a Licensed Engineer
  • Must have completed the 40-hour Basic Occupational Safety and Health Training Course as prescribed by the Bureau of Working Conditions
  • Must have completed 40 hrs Basic Pollution Control Officer Training (3 years valid)
  • With at least two (2) years of relevant experience in Safety, Health and Environment preferably an OSH Practitioner and a Pollution Control Officer (accredited by the Bureau of Working Conditions – DOLE)
  • Preferably with working experience in the power industry
  • 1 vacant position available in Olongapo, Zambales
