Job Description

Under the supervision of the Director of Central Facilities Management Office, the Technical Head for Arete is in charge of the regular management of repair / replacement and preventive maintenance program, of the Arete facilities. This position also establishes and institutionalizes processes intended to continuously improve Arete facilities.

  • Regular management of repair/replacement services and Preventive Maintenance program.
    • Ensures regular building and facilities monitoring (except those specific under each various locator’s jurisdiction) and establishment of operational standards and procedures on regular maintenance and needed repairs and replacement of facility equipment, utilities system, building elements, etc. necessary to building operations, safety, security and sustainability.
      • Repairs and replacement service
        • Regular monitoring of facilities, overseeing and inspection of Job Requests and DFR’s for necessary coordination with the various locators per specific locations in terms of work requirements, estimated cost, time line and schedule.
      • Preventive Maintenance Program
        • Monitors implementation of current Preventive Maintenance programs (Architectural, Structural, MEPF, Grounds and Landscape) and evaluates on future renewal/bid process and inputs/ reco on possible areas of improvements in terms of required scope, processes, methodologies, frequency, window schedule for recommendation to building operator and its stakeholders, either through accredited outsourced providers or in-house.
    • Reviews and evaluates present systems and procedures on effectivity and efficiency to come up with recommended system’s improvements.
      • Monitors systems performance and reliability and efficiency of methodologies and procedures vis a vis building operations, standards and expectations.
      • Attends to concerns, complaints and feedbacks on equipment and systems performance (fixtures, architectural elements and finishes, civil and structural components, mechanical, electrical, plumbing and fire protection – MEPF, communications, grounds and landscape.
      • Evaluates complaints, concerns and feedbacks to come up with apt, corrective and long term solutions.
    • Crafts Scope of Work / Terms of Reference (TOR) and Bill of Quantities (BOQ) and prepares estimates on recommended action plan / solution and assist in the coordination with the CPO on bid process/ supplier’s pool or through Job Request channel.
    • Maintains record book of all building and facilities PM’s and repairs (historical / recurring)
  • Management of Outsourced Services OR Job Request
    • On repairs / replacement works
      • Recommends action plans, prepares scope, estimates and timetable
      • Coordinates with contractor/supplier for repairs / action plans for items under warranty
      • Assists in the necessary bidding with the CPO and Project Team (PT) for repairs beyond warranty / Job request
      • Crafts Terms of Reference (TOR ) and prepares Bill of Quantities ( BOQ)
      • Reviews technical bid proposal and recommends award with the Project Team (PT) Note: The Project Team (PT) is composed of reps from CFMO, CPO and Project Proponent
      • Coordinates with the Job Request Coordinator if works are carried out under the Job Request channel
      • Monitors work on site / off-site implementation on quality, completeness, schedule, punch list, equipment performance, functionality
      • Assists in the review on accomplishments and billing process (progress billing, retention sum subject to required documentations, as-built plans, etc.)
    • On Preventive Maintenance (PM)
      • Reviews PM contracts and recommends improvements and sets schedule for renewal / bid prior to notice period upon expiry
      • Crafts TOR and prepares BOQ
      • Assists in the bid process, technical review and reco for award with the PT
      • Reviews contract based on award for proper and timely implementation
      • Monitors on the site implementation of regular PM based on frequency and schedule in coordination with building stakeholders and security office. This includes work methodologies, testing, commissioning and familiarization training.
      • Assists in the review on actual accomplishments and corresponding billing process (progress billing, retention sum, punch list, etc. subject to required documentations per progress phase e.g. as-built plans, etc.)
  • Technical Matters for Main Utilities
    • Main support system on main utilities installations (transformer, genset, potable water cisterns, overhead tanks, pumps, electrical rooms, PABX, future roof solar panels,etc).
    • Repairs (acts as second layer support system in case necessary works are beyond the various locators’ basic repairs support staff capability, skills and resources. Such undertaking will be through CFMO’s “Job Request” and corresponding cost by specific office/unit in need of such except for those items that are still under warranty.
    • Coordinates all communications related concerns to the following units/offices as follows:
      • 2a. PABX/Local lines/ PLDT – through CFMO Job Request (Elecomms Section)
      • Data / Internet – ITRMO
    • Monitors and audits of energy (power and water) consumption regularly
    • Building and Facilities Basic Equipment Preventive Maintenance (Outsource/CFMO- basic)
      • Main Electrical Systems (Transformers, LVSG, Electrical Panels- Main and sub-floors)
      • Emergency Supply Generator
      • Potable Water Supply Pumps, Overhead Tanks, Cisterns quarterly cleaning and potability Tests
      • Fire protection System (FDAS, Automatic Fire Protection Sprinkler system, Wet/dry Stand pipes, smoke detectors, kitchen fire suppression system, etc.)
      • Elevator System
      • Centralized AHU/Chilled water system
      • Sewage Treatment Plant
      • Grounds, trees and landscaping
    • Technical support and assistance for Special Events and Activities (power supply tapping)
    • Assists in the proper management, storage and regular disposal of hazardous wastes in coordination with the University PCO
    • Assists in the data gathering for inputs to DENR-EMB’s Quarterly Self-monitoring report by the University PCO and Managing Head
    • Assists in the scheduling and coordination of the quarterly cleaning of cisterns and overhead tanks for Potability tests
    • Attends to building compliance on regulatory requirements / codes (Building Code, Mechanical Code, Electrical Code, Fire Code, Structural Code, ECC, LLDA, PTO (Permit to Operate for ACU’s, Elevator, Genset and other mechanical equipment), Campus Sustainability programs and procurement policies, etc.
  • Coordinates with the Campus Safety and Mobility Office (CSMO) on matters pertaining to DFR’s and building and grounds safety and security.
  • Performs other duties and responsibilities that may be required in support of the CFMO structure and its operations.

Minimum Qualifications

  • Licensed Architect/Engineer (Civil/ Electrical/ Mechanical)
  • Minimum 5 years’ extensive experience in multi-use facilities (Office/Institution/Theatre and Arts/Estate Management)
  • Have a flair in design/aesthetics and eye for details
  • Proficient in design and construction softwares e.g Autocad, Sketch-up, S-curve,
  • STAAD, and Microsoft programs
  • Good in oral and written communication skills and Technical writing
  • Possesses good technical skills, analytical and critical thinking and ability to analyze simple to complex systems and design principles
  • Experience in all trades (Architectural, ID, Graphics, Structural, MEPF, Landscape)
  • Knowledge and experience in BMS, Automated systems and Operating standards for mechanical/electrical systems
  • Have excellent planning, coordination and collaboration skills
  • Possess vast experience in Construction Management/ actual site construction
  • Experienced in Complex type Property-Facilities Management, to include upkeep and Maintenance
