Job Description

Under the supervision of the HR Operations Division Head, the Total Rewards Section Head oversees the Total Rewards team and is responsible for the design, administration, and communication of the University’s Total Rewards strategies. It is responsible for the:

  • Design of Compensation and Benefit guidelines and policies based on systemic and systematic data analysis of the University landscape
  • Review of all matters pertaining to Benefits
  • Final approval of routine implementation/administration of compensation guidelines and policies

Main Duties and Responsibilities:

I. Strategy/Policy Development and Management

  • Assists the HR Operations Division Head in drafting the University’s Total Rewards (compensation and benefits) strategies.
  • Develops with key University administrators the compensation & benefits philosophy and programs, in light of government laws and regulations, cost efficiency & effectiveness, industry competitiveness, and market volatility.
  • Develops, reviews, implements, and communicates the Total Rewards policies and guidelines.
  • Researches and benchmarks on total rewards trends that will impact the University.
  • Oversees the documentation of the Section’s policies, procedures, and practices.

II. Total Rewards Review and Evaluation

  • Performs data and cost analyses that may be used to guide the management in making decision during Collective Bargaining, implementation of total rewards increases, etc.
  • Designs measures to evaluate the total rewards programs and policies.
  • Designs, updates, and monitors the University’s salary structure and compensation programs.
  • Analyzes employee data and trends to generate recommendations, guide decision-making, and support the Section’s program.

III. Total Rewards Administration

  • Oversees the compensation administration.
    • Reviews total rewards packages that may be offered to Administrative Officers.
  • Oversees the administration and implementation of employee benefits like retirement plans, health and life insurances, employee leaves, educational assistance, etc.
    • Oversees the accurate and timely implementation of benefits and scheduled salary deductions, as necessary.
    • Keeps apprised of plan coverage, policies, and procedures of availment that will help the employees maximize their benefits.
  • Attends to queries regarding compensation & benefits, and provides advice/guidance on total rewards.

IV. Coordination and Collaboration with Stakeholders

  • Maintains linkages with insurance providers, brokers, government agencies and other institutions that have direct involvement in the administration of employee benefits.
  • Negotiates with partner organizations for special requirements.

V. School-based Account Management

  • Liaises with one school unit for their HR-related concerns and requirements.
  • Facilitates the communication between the school unit and concerned sections of OHRMOD.

VI. OHRMOD-related Support

  • Serves as Budget Manager and reviews all Office expenditures and ensures that it is within the approved budget and when necessary, makes re-alignment.
  • Oversees the development and implementation of the Human Resource Information System (HRIS) that will ensure the automation of HR processes and enhance the HR analytics capabilities.
    • Maintains closed coordination with IT consultants and the University’s ITRMO regarding the development and maintenance of the HRIS.
    • Oversees the training of HR partners from various units/schools in using the HR system.

VII. Section Management

  • Prepares and monitors the budget for the Total Rewards Section.
  • Reviews the Section’s processes and systems to ensure efficient and effective delivery of service.
  • Supervises the work and manages the performance of Section’s personnel.

VIII. Performs other duties as may be required by the Immediate Supervisor and authorized representative.

Minimum Qualifications

Education and Experience Requirements:

  • College graduate, management background, preferably accounting major
  • At least 10 years of relevant technical experience, including 3 years of managerial experience
  • Has experience managing teams/people

Knowledge, Skills and Abilities:

  • Proficiency in accounting, cost estimation, budget management
  • Knowledge of compensation and benefits practices and policies
  • Knowledge of labor laws as it pertains to employee compensation and benefits
  • Knowledge of market-based, pay-for-performance compensation strategies
  • Mastery in systems thinking, planning & organization, monitoring, coordination, supervision, and networking
  • Analytical and critical thinking skills
  • Attention to details
  • Strong sense of urgency balanced with quality-result orientation
  • Strong interpersonal, negotiation, and communication skills
  • People management skills
  • Technologically savvy, proficient in Microsoft Office Applications (i.e. Word, Excel, Powerpoint, etc.), and able to learn/utilize any HRIS database
