Job Description

Summary of Work Activities and Responsibilities

Under the supervision of the Technical Head for Campus Utilities, Grounds, Trees and Landscape, the Technical Assistant for Campus Utilities, Grounds, Trees and Landscape and Garbage Managements acts as support technical person to all matters concerning campus utilities and grounds management in accordance with the CFMO’s mission and the University’s goals and initiatives towards a more efficient and reliable campus utilities, grounds management and sustainability programs.

Duties and Responsibilities

1. Technical Function

  • Maintains awareness of the environment, new trends, and new standards as far as grounds maintenance, campus utility systems, and sustainability programs are concerned.
  • In close collaboration with the CUGMS Technical Head, regularly reviews and updates current systems, programs, equipment status and provides the necessary recommendations and action plans.
  • Assists in assessing the Section’s mandate and performance by getting thorough feedback from units served for corresponding action plans. This includes monitoring the performance by the utilities and grounds maintenance service providers, garbage haulers, trees and landscape services and in-house technical maintenance personnel.
  • Assist in the review and regular evaluation of utility systems and consumption audit in line with Sustainability programs for immediate, future and long term action plans and programs.
  • Assists in the annual review and audit of the section’s performance for basis and benchmark for succeeding year’s plans and goals.
  • Assists in the systems audit/recommendation process that will continually review and challenge current system, its processes, and service level performance.
  • Assists in the regular implementation and close monitoring of campus installations in view of a more efficient and effective Preventive Maintenance (PM) programs towards a safer and more reliable campus, facilities, structures, road and mobility networks, equipment and equipment installations such as but not limited to the following.
    • Utilities (Power, Water, Communication)
    • Supply cables/Pipelines
    • LV Switch Gears
    • Transformers
    • Vacuum/Oil Switches
    • Generator Systems
    • Streetlights
    • Pump rooms/pumps
    • Cisterns
    • Water Storage Tanks
    • Electrical rooms/Panels
    • Acquired Cell sites
    • Grounds
    • Trees and landscape
    • Perimeter fences
    • Water run-offs, canals, culverts, drainages,
    • Waste Management
    • Roads, car parks, pedestrian walks
  • Assists the Section on campus’ daily operations and provides direct support and guidance on any concerns related to campus utilities, and grounds maintenance.
  • Assists in the rolling out the Section’s plans and programs, and monitors compliance to sustainability guidelines.
  • Implements regular Utility (Electricity, Water, Communications and Cell Sites) monitoring, consumption audit and result analysis, consumption trend graphs and timely billing for all units and respective facilities.
  • Implements institutionalized process set to continually review the section’s systems and processes for efficient use of resources and spending.
  • Assist in the semi-annual audit of assigned tools and equipment and CFMO service vehicle and necessary repairs / replacement program.

2. Coordination/Collaboration Function

  • Assists in coordination, collaboration and/or cooperation with various units, whether internal or external, for any concerns and initiatives requiring the Section’s services and expertise.
  • Closely coordinates with the Grounds, Elecomms, Carpentry and Plumbing Section in terms of Campus Utilities (Power, Water, Communication and Emergency Supply), Grounds and road networks, landscape management signages, garbage management, sewer lines, water treatment facilities.
  • Closely coordinates with the CFMO Construction and Technical Services and Technical Team ( Loyola, APS , PAS ) in terms of preventive maintenance, construction, renovation, repairs, utility systems, etc.

3. HR Functions

  • Assist the manpower resources, whether organic or outsourced, to achieve the Section’s objectives in support of the CFMO’s and the university’s over-all goals and initiatives
  • Assist in the areas of mentoring and coaching to establish a strong team of dedicated and qualified personnel with full understanding of, and commitment to the requirements of the Sections, Office, and the University.
  • Assist in fostering the Ignatian values and ways of doing things
  • Assists in the assessment and performance of each and every individual in his/her team through clarity in goals and objectives through regular and close collaboration.
  • Ensures awareness of team’s requirements and support needed in order to provide the necessary services based on service level expectations.

4. Administrative Function

  • Ensures efficient and timely administration of contracts, preventive maintenance programs and projects needed in the performance of the Section’s mandate and the delivery of the Section’s services.
  • Assist in the monitoring of the team’s compliance to the University policies and procedures and sustainability programs
  • Monitors the team and all project activities in compliance with public policies, local and national codes.
  • Prepares necessary reports and documents in support of the Section’s mandate and deliverables
  • Prepares plans, programs, and operating estimates to support the operation of the Section
  • Closely monitors expenses in line with the budget and resources allocated for the Section

5. Performs other duties as may be assigned from time to time.

Minimum Qualifications

Education and Experience Requirements:

  • Licensed Civil/Electrical Engineer
  • At least 5 years experience in Property Management/Construction handling utilities (electricity, water, communications) and grounds (road network or subdivision/estate developments, trees and landscape, garbage and waste management water treatment)

Knowledge and Skills:

  • Good understanding and interpretation of local policies and best practices in utilities and grounds management, preventive maintenance and campus sustainability programs
  • Good knowledge in materials quantity take-off, estimation, and Project management software and application
  • Good understanding and actual works experience on Utilities (Electrical, Water and Communication), Civil Works ( construction, roads and mobility infrastructures), Trees and Landscape, and Waste Management
  • Teamplayer
  • Honest, hardworking and willing to work beyond regular hours
  • Good in planning, time and people management
  • Has good customer relation /service skills
  • Has good organizational skills
  • Good and effective oral and written communication skills
  • Have an eye for details and aesthetics
