Job Description

Under the Supervision of Central Facilities Management Office Director, the Head of Campus Maintenance and Energy Management Group will provide oversight function of the campus utilities, grounds management, energy conservation, utility audit, renewable energy projects, current, and future solar power installations, etc. S/He will act as University Certified Energy Manager (CEM) in compliance with RA 11285 (Energy Efficiency and Conservation Act) and as Pollution Control Officer/PCO in compliance with DENR Administrative Order 2014-02, PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs) and other pertinent rules and regulations to include compliance requirements by the LLDA.

S/He will also spearhead the review of current energy conservation systems, programs, and equipment and provide the necessary design studies and recommendations given future directions and latest technology on energy conservation, pollution control, and environmental management plans and programs.

The University Solar Power projects, as a crucial component of a sustainable campus in terms of and renewable energy, will also be part of his/her main areas of responsibilities from inception, design development, and OPEX (realized energy savings, preventive maintenance, and replacement program).

Energy Audit/Management

A. Technical Operations

  • Develop a comprehensive system for monitoring of University Facilities Energy Utilization, Efficiency and Conservation Programs
  • Conduct a comprehensive audit of University-wide equipment schedule vis a vis power consumption
  • Lead in the review of load profile, short circuit analysis, power quality, distribution/technical drawings vis a vis energy audit, management, and conservation programs
  • Provide technical, design, and appropriate equipment recommendations for short, medium to long term energy efficiency programs, reduced power consumption, and effective implementation of in-phase/cycle programs.
  • As Certified Energy Manager, handle and facilitate all necessary documentation and compliance submission requirements,
  • Develop the Design Elements Checklist and master schedule for Renewable Energy Projects
  • Evaluate design proposals, technical drawings, and methodologies concerning the current system, installations, and campus operations.
  • Prepare probable project cost estimates, ROI, and timetable for proposed short, medium, and long-term energy conservation programs.

B. Strategic

  • Assist the CFMO Director in the envisioning, identification, and timely implementation and completion of programs and sustainability projects and make use of applied efficient and effective methodologies and best practices as the template for future projects,
  • Provide technical assistance to the Ateneo Institute of Sustainability in terms of energy data requirements as required in the regular sustainability report,
  • Closely collaborate with the CFMO’s CUGMS and CCMTS sections concerning best practices and efficient methodologies regarding Energy conservation programs and best practices inside the built environment and campus grounds,
  • Prepare necessary systems evaluation and key result areas for integration with the campus sustainability programs and future undertakings on energy conservation and infrastructure projects
  • Prepare the Energy Master Plan for the University
  • Develop Programs for Renewable Energy for the University, and develops guidelines and updates policies on sustainability

C. Administrative

  • Ensure proper administration of contracts and projects for its efficient and timely delivery concerning objective on energy conservation and sustainable environment
  • Check and monitor compliance of work deliverables and physical output based on its objective in line with the University’s standards, procedures, and applicable local policies and codes of practices.
  • Prepare project brief, OSM for present and future projects with the University's programs on energy conservation/sustainability
  • Coordinate with 3rd party service providers on the planning, strategies, and implementation of renewable energy projects.

Grounds Management

A. Technical Operations

  • Manage Project Delivery and Business Strategy Development
  • Perform data analysis: Assessment of Commercial Energy Systems for efficiency and Cost Cutting
  • Ensure and manage Compliance to Government and Authorities’ regulations and occupational safety requirements
  • Ensure that works comply with local and national policies with respect to relevant codes, e.g building, electrical, structural, clean water act, tree care, etc., campus construction standards, and DOLE’s Occupational Safety and Health Standards

B. Strategic

  • Closely collaborate with the CUGMS Technical Head and CCMTS section concerning best practices and efficient methodologies regarding Solar panels with the built environment and campus electrical system
  • Prepare necessary systems evaluation and key result areas for integration with the campus sustainability programs and future undertakings on energy conservation.
  • Assist the CFMO Director in the strategy development, planning, and implementation of the campus grounds, trees, and waste management.

Compliance Requirements

  • As appointed Certified Energy Manager, ensures compliance with requirements under the Energy Efficiency and Conservation Act ( RA 11285),
  • Together with the Managing Head, acts as Pollution Control Officer and ensures compliance with the requirements of PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs) and other pertinent rules and regulations and LLDA compliance requirements,
  • Identify significant environmental aspects and impacts of the establishment's operational activities and recommend possible mitigating measures in the formulation/preparation and/or review of the Environmental Management Plan and Contingency Plan
  • Attend to all permitting and registration requirements of the establishment prior to the construction, installation. or operation of pollution sources and control facilities
  • Ensure that the hazardous wastes disposed of offsite are covered by a Permit to Transport; each transport is covered by a hazardous waste manifest duly signed by the transporter and TSD facility and with the corresponding Certificate of Treatment (COT) duly signed by the TSD facility. Copies of the signed hazardous waste manifest and COT shall be submitted to the concerned EMB Regional Office in accordance with DENR Adm. Or. No. 2004-36
  • Monitor compliance to the requirements specified in the Environmental Compliance Certificate and the commitments stipulated in the Environmental Management and Monitoring Plans or Environmental Performance Report and Management Plans. and report the same in the Compliance Monitoring Report (CMR);
  • Monitor activities pertaining to the installation or construction of pollution source and control facilities to ensure compliance with the National Emission Standards for Source-Specific Air Pollutants and National Ambient Air Quality Standards and report monitoring results to DENR as part of the Self-Monitoring Report (SMR)
  • Monitor activities pertaining to the operations and maintenance of pollution control facilities to ensure compliance with the Effluent Standards and report monitoring results to DENR as part of SMR
  • As a liaison officer to EMB, keep one's self abreast with the requirements of the Department
  • Coordinate regulatory programs and activities with the city/provincial/municipal governments (if applicable)
  • Initiate and intensify environmental management activities including awareness campaign within their organization

Minimum Qualifications

Knowledge and Skill Requirements:

  • Knowledge
    • Solar Panel/Renewable Energy/ Power generation systems, application tools, installation, and procedures
    • Comprehensive knowledge of electrical power systems, controls, data acquisition, solar panel systems (grid / off-grid)
    • Experience in hydro, pico-hydro power,
    • Experience in waste water treatment and water systems,
    • Knowledge of tree management and landscaping,
    • Knowledge of waste management and materials recovery
    • In-depth knowledge of testing tools, diagnostic equipment, AutoCAD, SCADA, etc.
    • Familiar with the standards and guidelines of the power generation industry
    • Skilled in identifying faults, technical areas of concerns and in providing apt recommendations and solutions
    • Building and Construction industry standards/codes, RA 11285, DENR Administrative Order 2014-02, PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs), LLDA (RA 4850),

Education and Experience Requirements:

  • Licensed Electrical Engineer or any related Engineering Field
  • At least 10 years of work experience (Renewable Energy, Power, Water, Solar Panels, Communication and Facilities Management)
