Job Description

Under the supervision of the CFMO Director, the Facilities and Utilities Group Head provides oversight of the following functional sections:

  1. Energy and Utilities Management
  2. Equipment and Motorpool Management
  3. AV Services and Equipment Management

The position is also expected to act as the University Certified Energy Manager (CEM) in compliance with RA 11285 (Energy Efficiency and Conservation Act) and as Pollution Control Officer (PCO) in compliance with DENR Administrative Order 2014-02, PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs) and other pertinent rules and regulations to include compliance requirements by the LLDA.

Main Duties and Responsibilities

Group Management and Development

  • Sets the direction and develops metrics for the Facilities and Utilities Group, in coordination with the other Group Heads
    • Regularly monitors the achievement of the Group’s metrics and goals
  • Oversees the development, review, and if necessary, updating and revision of policies in the Group, and provides inputs for the development of general Facilities Policies
  • Monitors and reviews the Group’s processes, systems, and practices to ensure operational efficiency and effective delivery of services
  • Plans the Group’s budget and allocates resources based on the strategies of the Group
  • Ensures the fiscal integrity and management of operations within the approved budget, optimizing resource utilization, and contributing to the positive financial position of the Office
  • Facilitates the establishment of internal quality measures with each section administrator
  • Manages the performance of the section heads under the Facilities and Utilities Group by setting standards/ targets, monitoring and evaluating performance, and providing development opportunities
    • Monitor the Group’s efficiency and progress with the section administrators
    • Installs systems to ensure organizational self-renewal and alignment with the University’s strategic plans
  • Ensures business continuity by institutionalizing a succession plan for critical roles in the University

Strategy

  • Assists the Director in the envisioning, identification, and timely implementation and completion of programs and sustainability projects and making use of applied efficient and effective methodologies and best practices as the template for a future project
  • Closely collaborates with the Campus Development and Construction Group and Custodial Services Group on best practices, strategies, and efficient methodologies regarding energy conservation and waste management programs within the built environment and campus grounds
  • Develops and implements an Energy Master Plan for the University campuses that includes solar power, renewables sources of energy under the RES, and energy conservation measures
  • Develops and implements the University Solar Power Master Plan
  • Develops guidelines and updates sustainability policies in line with the programs and campus developments
  • Prepares necessary systems evaluation and key result areas for integration with the campus sustainability programs and future undertakings on energy conservation and infrastructure projects

Energy Audit and Management (as Certified Energy Manager)

Technical / Operations

  • Ensures compliance with requirements under the Energy Efficiency and Conservation Act (RA 11285)
  • Develops a comprehensive system for monitoring University facilities' energy utilization, efficiency, and conservation programs
  • Conducts a comprehensive audit of University-wide equipment schedule vis a vis power consumption
  • Reviews current installations and programs and challenges status quo with recommendations on short, middle, and long-term energy conservation and efficient equipment/fixture application, and preventive maintenance and replacement programs
  • Leads in the review of load profile, short circuit analysis, power quality, distribution/technical drawings vis a vis energy audit, management, and conservation programs
  • Provides technical, design, and appropriate equipment recommendations for short, medium to long-term energy efficiency programs, reduced power consumption, and effective implementation of in-phase/cycle program
  • Closely collaborates with the Campus Development and Construction Group and Custodial Services Group in the efficient and timely implementation, delivery, and realization of short to long-term utility management, preventive maintenance programs, equipment repairs, rehabilitation, and replacement, and, environmental and sustainability programs
  • Provides technical recommendations on design development and implementation of renewable energy projects
  • Develops the Design Elements Checklist and master schedule for renewable energy projects
  • Evaluates design proposals, technical drawings, and methodologies concerning the current system, installations, and campus operations.
  • Prepares probable project cost estimates, ROI, and timetable for proposed short, medium, and long-term energy conservation programs
  • Oversees pre-bid / bid conferences
  • Evaluates the bidder's/contractor's technical proposal, BOQ's, site methodologies, shop drawings, sequence plan, site utilization
  • Conducts inspections of ongoing installation work to ensure that standards and parameters are strictly implemented during project milestones
  • Reviews schematic drawings, design computation, and analysis as necessary in the project proceedings
  • Reviews all site proceedings and site activities for project documentation
  • Evaluates key results relative to power and water consumption, energy audit, and sustainability programs

Administrative

  • Facilitates regular coordination with the project team and site monitoring of energy conservation projects for their timely completion
  • Ensures proper administration of contracts and projects for their efficient and timely delivery concerning objectives of energy conservation and sustainable environment
  • Checks and monitors compliance of work deliveries and physical output based on its objective in line with the University’s standards, procedures, and applicable local policies and codes of practices.
  • Prepares project brief, and OSM for present and future projects with the University's programs on energy conservation/sustainability
  • Prepares Terms of Reference and Bill of Quantities (BOQ) for any energy conservation project bidding/procurement
  • Coordinates with the Central Purchasing Office in the sourcing and bidding of third-party service providers for renewable energy under the RES / AdMU Grid’s Contestability status
  • Handles and facilitates all necessary documentation and compliance submission requirements
  • Documents all activities, action plans, programs, etc. with CFMO pertaining to University Energy Management and audit
  • Provides technical assistance to the Ateneo Institute of Sustainability in terms of energy data requirements as required in the regular AIS sustainability report
  • Performs other related tasks and data gathering necessary for the regular energy audit and in support of AIS baseline information and data for the annual sustainability reports

Pollution Control (as Pollution Control Officer)

Technical / Operations

  • Participates in multi-partite monitoring team activities and meetings, where applicable
  • Initiates and intensifies environmental management activities including an awareness campaign within the University
  • Monitors the importation or distribution of chemicals, especially those listed under the PCI and those with CCO, and the generation of solid and hazardous wastes (monitoring data shall be submitted as part of the SMR and the PCL Compliance Certificate, applicable only for importers or distributors of chemicals)
  • Monitors the use of chemicals, especially those listed under the Priority Chemical List (PCL) and those with Chemical Control Orders (CCO), and the generation of solid and hazardous wastes (monitoring data shall be submitted as part of the SMR and the PCI Compliance Certificate)
  • Monitors activities pertaining to the operations and maintenance of pollution control facilities to ensure compliance with the Effluent Standards and report monitoring results to DENR as part of SMR
  • Monitors activities pertaining to the installation or construction of pollution source and control facilities to ensure compliance with the National Emission Standards for Source-Specific Air Pollutants and National Ambient Air Quality Standards and report monitoring results to DENR as part of the Self-Monitoring Report (SMR)
  • Monitors compliance to the requirements specified in the Environmental Compliance Certificate and the commitments stipulated in the Environmental Management and Monitoring Plans or Environmental Performance Report and Management Plans. and reports the same in the Compliance Monitoring Report (CMR)
  • Ensures that the hazardous wastes disposed of offsite are covered by a Permit to Transport (each transport is covered by a hazardous waste manifest duly signed by the transporter and TSD facility and with a corresponding Certificate of Treatment (COT) duly signed by the TSD facility. Copies of the signed hazardous waste manifest and COT shall be submitted to the concerned EMB Regional Office in accordance with DENR Adm. Or. No. 2004-36)
  • Ensures the proper performance, operation, and maintenance of environmental management facilities or systems of the establishment such as the following:
    • Wastewater treatment facilities
    • Air pollution control devices referred to in DAO 2000-03,
    • Hazardous waste management storage areas (permanent or temporary)
    • Solid waste segregation/management facilities (i.e. MWs: sanitary landfills, composting facilities, etc.)
    • Environmental monitoring devices
  • Identifies significant environmental aspects and impacts of the establishment's operational activities and recommends possible mitigating measures in the formulation/preparation and/or review of the Environmental Management Plan and Contingency Plan
  • Ensures compliance with the requirements of PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs) and other pertinent rules and regulations and LLDA compliance requirements

Administrative

  • Coordinates regulatory programs and activities with the city/ provincial/ municipal governments, when applicable
  • As a liaison officer to EMB, keeps abreast with the requirements of the University
  • Attends, as a duly authorized representative of the establishment, technical conferences. hearings, and meetings especially on matters pertaining to pollution cases
  • Submits to the Pollution Adjudication Board, a copy of the SMR duly received by the respective EMB Regional Office (applicable only for establishments with pending cases)
  • Reports in writing within twenty-four (24) hours from securing the results of laboratory analysis or from online monitoring instruments any exceedance to affluent and or emission standards
  • Reports in writing within twenty-four (24) hours from the occurrence of any of the following environmental incidents to the concerned EM3 Regional Office
  • Submits CMRs and SMRs, duly accomplished and signed by the PCOs, approved and certified correct by the Managing Head, and notarized
  • Attends to all permitting and registration requirements of the establishment prior to the construction, installation, or operation of pollution sources and control facilities

Minimum Qualifications

Knowledge

  • Solar Panel/Renewable Energy/ Power generation systems, application tools, installation, and procedures
  • Comprehensive knowledge of electrical power systems, controls, data acquisition, solar panel systems (grid / off-grid)
  • Experience in hydro, pico-hydro power
  • Experience in wastewater treatment and water systems
  • Knowledge of tree management and landscaping
  • Knowledge of waste management and materials recovery
  • In-depth knowledge of testing tools, diagnostic equipment, AutoCAD, SCADA, etc.
  • Familiar with the standards and guidelines of the power generation industry
  • Skilled in identifying faults, and technical areas of concern and in providing apt recommendations and solutions
  • Building and Construction industry standards/codes, RA 11285, DENR Administrative Order 2014-02, PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs), LLDA (RA 4850)

  • Licensed Electrical Engineer or any related Engineering Field
