Job Description

Under the supervision of the Dean, the Executive Education Head is expected to provide leadership and direction in the development and implementation of innovative capacity building activities (training programs, both public and customized), and ensure effective and efficient training program delivery.

Program Management

  • Develops and implements overall Executive Education strategies that ensure sustainability, impact, and effectiveness in national government reforms and development.
  • Develop and design trailblazing courses.
  • Raise funds for three to four-course directors who will take the lead in course development and manage the implementation of the courses.
  • Convene curriculum development team (minimum of three faculty members/team) to work on new course designs.
  • Develop training frameworks.
  • Conduct research for use as reference/training materials.
  • Ensures the smooth preparation and implementation of training programs (pre-training activities, program proper and post-training activities).
  • Responsible for contract management such as but not limited to contract negotiation with clients; development of contracts with clear terms and conditions; ensure that term and conditions stipulated in the contract are adhered to as well as identification of resource persons for the training programs.

Marketing

  • Develop a marketing plan. Recommends policies, guidelines, and systems and formulates strategies for attracting prospective participants. Get a “sense” of market needs (including competitor offerings). Identified training gaps based on the market scan.
  • Prepares or supervises the development of proposals for customized programs for prospective clients).
  • Presents and negotiates with high-level government officials, international donors on the proposals prepared.
  • Manages clients’ capability building needs on a sustained basis to give birth to other potential training opportunities in the organization.
  • Marketing programs through networks and get leads from various national and local institutions, including donor agencies

Financial Management

  • Monitors the judicious use of resources, including the need to constantly be cognizant of the volatile policies in the financial management of the unit.
  • Prepares an overall sustainability fund-raising strategy for the program.
  • Prepares fund-raising proposals for the program.
  • Coordinate with the Finance Officer in preparation of the financial report and annual unit budget.
  • Ensures facilities and supplies are optimally used

Other Responsibilities

  • Prepares year-end and other reports requested by the Dean.
  • Maintain a high standard of client management through technical expertise and linkages.
  • Performs other tasks assigned by the Dean.

Minimum Qualifications

  • Graduate degree in Public Management or any related course is a must.
  • At least 5 to 10 years in a similar capacity with strong background knowledge on the public sector.
  • Advanced knowledge of public policy and reform, organizational development, issues in governance, local economic development planning and sustainability, citizenship and public sector leadership, governance, public sector bureaucracy and social development.
  • Advanced knowledge and skills in training program design and course concepts, using adult education learning methodologies and techniques, research, writing, and analysis, coordination, and facilitation, and sustaining a positive adult learning environment.
  • Coordination; ability to work collaboratively with a group to produce a service or product.
  • Leadership; secures the full and willing response of all members of the unit by providing clear directions, communicating and keeping staff and collaborators informed through regular meetings, while exercising effective interpersonal and leadership style and demonstrating fair and equitable treatment of people.
  • Networking; develops and maintains working relationships with external institutions for general information sharing and keep on top of issues relevant to one’s institutions, seek information of strategic importance, gain access to sources.
  • Planning and Organizing; strategizes and manages human, financial and material resources effectively. Clarifies goals and actions plans, distributes and assigns the workload effectively, clarifies priorities among multiple projects and demonstrates flexibility when external factors impede plans.
  • Problem Solving and Decision-making; acquires relevant information and analyzes these in order to arrive at appropriate conclusions and actions. Gathers and identifies potential problems, and thinks creatively and considers alternative strategies to achieve objectives. Decisive and acts quickly once decisions have been made.
  • People Development; takes responsibility for subordinates’ skills and professional development by providing regular performance feedback and seeking ways to train and development staff.
  • Project Management; negotiates plans, implements, monitors and evaluates, projects and communicates project results effectively and efficiently, strong ability to network and build linkages with various stakeholders in the field.
