Job Description

Duties/Responsibilities;

Supervisory Responsibilities:

  • Provides direct supervision and guidance to her subordinates;
  • Conducts periodic performance evaluation of subordinates and makes appropriate recommendation on personnel promotion and sanctions for specific violations;
  • Motivates her subordinates to perform their respective tasks to achieve the goals of the Department;
  • Encourages teamwork among personnel within the department;
  • Ensures her subordinates’ adherence to company policies;
  • Attends Departmental Heads meeting.

Recruitment/Manpower Staffing:

  • Provides adequate manpower personnel with the suitable/appropriate knowledge, skills and attitude required of the position;
  • Formulates recruitment strategies;
  • Recommends guidelines and processes for hiring and selection;
  • Coordinates with staff job postings for vacant positions;
  • Interviews job applicants to match their qualification with the company’s needs.

Compensation, Benefits and Performance Management;

  • Recommends specific strategies/actions in managing the compensation and benefits of employees according to corporate strategies and labor laws;
  • Reviews and recommends appropriate employee compensation and benefits to match industry standards;
  • Ensures effective implementation of compensation and benefit policies, laws, rules and regulations;
  • Implements Performance Appraisal Program.
  • Periodic review of Performance Appraisal system of the company;
  • Recommends specific actions/suggestions to the management in the implementation of the Performance Appraisal Results;
  • Conducts Job analysis and evaluation as required;

Employee Relations and Assistance;

  • Analyzes and resolves employee problems through counseling sessions and recommends measures to improve performance;
  • Conducts grievance-handling sessions, administrative investigations/due process proceedings;
  • Handles those employee concerns and inquiries that require responses/decisions beyond the authority of HR Assistants;
  • Identifies and recommends company activities that promote employee morale, team spirit and camaraderie.
  • Assists the department managers/heads in handling conflicts in the organization;
  • Issues notices such as but not limited to Notice to Explains, Notice of Disciplinary Actions, Preventive Suspensions, etc;

Employee Movements:

  • Monitors employee vertical and horizontal movements of employees and recommends appropriate action to maximize the capabilities and skills of employees;
  • Monitors employee transfers and movements within the company.

Training and Development:

  • Conducts Training Needs Assessment as basis for the training plan, pre and post training evaluation and budget preparation;
  • Scouts for training provider.
  • Drafts training policy and presents to immediate superior for review and recommends for approval.

Legal Matters:

  • Closely coordinates concerns and matters that require legal actions with the Law Firm;
  • Drafts Appointment Letters and or Contract for Newly Hired Employees as well as Appointment Letters for the sales force for review of the Law Firm;
  • Drafts several agreements between employee and OPMC for review of the Law Firm;
  • Represents the Company in labor cases particularly at NLRC, Philippine Mediation Center, Court of Appeals, and other concerned agencies.

Others:

  • Reviews existing HR policies, systems and procedures and recommends appropriate changes/modifications to address OPMC needs;
  • Prepares and reviews HR Department’s annual budget;
  • Prepares outgoing communication (office memoranda);
  • Develops, implements and monitors compliance with Corporate policies, rules and regulations;
  • Disseminates new policies and orders from the Management;
  • Maintains all employee history information through their 201 files and records;
  • Checks and signs certificate of employment;
  • Performs other functions that may be assigned from time to time.

Minimum Qualifications

  • Bachelor’s Degree graduate preferably in Industrial Relations, Psychology , Human Resources or any related course from a reputable university;
  • With 1- 2 years experience in the position or in the industry
  • With excellent verbal and written communication skills as well as presentation, negotiation and interpersonal skills;
  • With strong leadership and motivational skills;
  • Can work with minimum supervision and under extreme pressure;
  • Willingness to work a flexible schedule and occasional travel
