Job Description

  • The Facilities Engineer (Operations) supervises and directs the daily activities of assigned tasks, ensures the efficient, smooth and economical operation of the whole utilities and facilities system of the hospital, strict monitoring of the compliance of the areas of operation to the established Key Result Area (KRA) of the whole department – Facilities Management and Engineering (FME).
  • Assumes full leadership of hospital facilities operations and maintenance in the absence of both Section Manager and Department Manager.
  • Plans, formulates, implements, monitors and evaluates applied department policies and procedures.
  • Manages effectively daily operations and ongoing projects of the department, ensuring that costs are within budget and on time.
  • Consults with the Department Manager, through the Section Manager of Facilities Operations and Equipment Maintenance, regarding ongoing management of the work assignment or schedule.
  • Reviews continuously the shift operational schedules to ensure that they are adequate manpower for operational needs and to consistently perform according to standards.
  • Establishes adequate training to all assigned associates to reach their fullest potential, both technical and management skills.
  • Assists in the preparation of the Department’s Annual Operational Plan and Budget, incorporating the whole operational plans of Facilities Operations.
  • Evaluates program performance and develops interventions, strategies where appropriate.
  • Develop operating standards, implements, maintains and updates procedures and instructions relevant to the assigned shift work through research, benchmarking, analysis and evaluation.
  • Identifies professional development and educational needs of facilities staff, technicians and foreman and engineers.
  • Submits weekly accomplishment and project status report.
  • Ensures smooth coordination of functions and activities.
  • Ensures the maintenance of an optimum environment that is clean, safe and quiet for staff and patients in the assigned shift work.
  • Assures the implementation of EOC standards in the Department.
  • Ensures proper coordination with other department and section such as Equipment Maintenance Section and Project Management Section regarding projects, repairs, preventive maintenance, new equipment and any schedule activities which interrupt operations and services. End-users and all affected areas should be properly informed before and after the activities.
  • Reviews and evaluates the organization, operational set-up periodically and recommend changes or improvements when necessary.
  • Ensures proper documentation of documentation of records, reports and statistics for planning and decision making purposes and annual budget preparation.
  • Inventory and inspection of tools and equipment issued to concerned FME associates.
  • Participates in coordination meetings for hospital activities and renders appropriate assistance.
  • Overall in-charge of Facilities Management and Engineering (FME) in the absence of both Section Managers and Department Managers.
  • Participates in the meeting with the contractors, consultant, units and departments with issues on the technical and system operations of facilities and utilities system.
  • Monitors the preventive maintenance activity of all facilities and utilities equipment, ensures the compliance of respective areas of operation.
  • Prepares report and recommendations based on first level maintenance remarks.
  • Supervises and ensures that all staff carries out their duties and responsibilities during the shift work schedule.
  • Oversees and directs the assessment and repair of natural or man-made damages to structure and systems or its malfunction that is critical to hospital operations.
  • Reports any incident or unusual equipment condition, which affects Medical Center operations. Provides immediate courses of action to be taken.

Minimum Qualifications

  • Graduate of any technical Engineering course.
  • Five (5) years work experienced preferably in supervision of installations, designs, operations and maintenance of industrial plant facilities and utilities system.
  • Active and valid PRC License
  • Has taken certification courses in Office Management, Safety Engineering and Government Regulations.
  • Strong analytical and planning skills;
  • Good communication and presentation skills;
  • Excellent problem-solving skills;
