Job Description

  • The Facility Safety Officer shall be in-charge of formulating policies, plans and programs and periodic monitoring, reporting, evaluation of compliance to regulatory requirements in adherence to local and international standards related to the implementation of the established Health and Safety Management system such as but not limited to: trainings, operations of the Occupational Health and Safety Committee, audits and inspections related to facility management and safety and meeting the set targets and measures on health and safety.
  • Responsible for St. Luke’s Global City’s compliance to the Department of Labor and Employment (DOLE) – Bureau of Working Conditions requirements related to Occupational Health and safety Standards.
  • Responsible for the operations of the Occupational Health and Safety Committee in partnership with OHSC members, Employee’s Health Clinic and St. Luke’s Employers Union to identify and assess potential risk and minimize injury and illness in the workplace.
  • Responsible for the review, refinements and establishment of safety plans and policies.
  • Ensures compliance of St. Luke’s to legal, permitting, reporting, inspection and audit related to facility management and safety.
  • Acts as Safety Marshal/Incident Commander beyond the regular working hours, during weekends and holidays; active member of the Fire Brigade, HAZMAT and trainer on matter pertaining to fire safety, disaster and emergency mitigation, preparedness, response and recovery, occupational hygiene, construction safety and helipad safety.
  • Coordinates with related areas and external partners on security issues, traffic and public safety, medical technology management, utilities management, event safety, preventive maintenance of life safety system and radiation safety.
  • Recommends action plans to continuously improve the established occupational health and safety management system.
  • Regular implementation of the PM program activities for all FPE and FDAS.
  • Conduct of regular audit of the facilities and utilities for compliance to governmental requirement of safety Practices.
  • Conducts regular audits of the facilities and utilities in compliance with health and safety regulation of the institution.
  • Implementation of all upgrading programs/activities for the FPE and FDAS in the institution.
  • Plans, designs and implements events, trainings and programs for the OHC and attends to other hospital-wide committees.
  • Enforces strictly the health and safety policy of the institution at all levels.

Minimum Qualifications

  • Graduate of any four or five-year Engineering course
  • One (1) year experience in Occupational Health and Safety and Facility Management and Safety Management.
  • Licensed Engineer (with active PRC license)
  • Certified Safety Practitioner and Pollution Control Officer
  • Strong analytical and planning skills;
  • Good communication and presentation skills;
  • Excellent problem-solving skills;
