Job Description

• Manages and overseas the performance and results of the Human Resource (HR) departments
• Recommends the long term and short term HR strategy and action plans for the organization to ensure the organization’s continuous development
• Oversees the development of HR systems, policies, procedures and programs through the group’s managers to enhance the efficiency, productivity and cost-effectiveness of its operations without forgoing legal requirements and government regulations
• Ensures the implementation and review of HR policies, systems and procedures to make these more responsive to the organization and personnel needs; keeps top management informed of new developments and its impact on the attraction, motivation, development and retention of the people resources of the organization
• Ensures the preparation of periodic performance reports such as HR Key Performance Indicators (KPI) based on Key Result Areas (KRA) for all levels of management to enable other areas to compare their performances vis-à-vis budgetary commitments.
• Ensures the preparation and achievement of annual operational and action plans of all Departments in the Group.
• Directs the preparation and maintenance of HR reports regularly or as necessary to carry out functions of the departments; prepares periodic reports to top management as necessary and as requested by the SVP and Head, Human Resources Group as well as the President & CEO.
• Directs organizational planning that evaluates structure, job design and manpower forecasting throughout the company and makes recommendations to concerned units.
• Protects interests of the Medical and its associates through the fair, equitable, and transparent application and/or adherence to established policies and government laws & regulations; approves recommendations for terminations and reviews associate appeals through complaint procedure.
• Establishes the following: (a) wage and salary structure, pay policies, performance appraisal programs, employee benefit programs and services, company safety and health programs where effectiveness and cost containments are ensured; (b) standard recruiting and placement practices and procedures; interviews executive-level candidates; (c) in-house management training programs that address the needs of the different Groups/Departments/Units.
• Evaluates HR structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing with professional and personal growth with emphasis on opportunities for individuals.
• Conducts performance appraisals/evaluation of direct reports; provides continuous counseling, coaching, mentoring, lectures to associates.
• Represents the Medical Center in internal or external business affairs directly linked to the functions and services of the HR Group.

Minimum Qualifications

• Graduate of a Bachelor’s Degree in Human Resource (or its equivalent) preferably with MBA units
• Minimum of 5 years in the same capacity as HR Head (e.g. AVP, VP, Country HR Director)

• With experience in high volume recruitment

• Strong understanding on Labor Relations and on general HR policies and procedures
• Has an excellent communication and interpersonal skills
• Willing to be assigned in Davao on a personal capacity
