BACKGROUND

In response to the recent Central Sulawesi and NTB earthquakes and tsunami, UNDP has initiated the Sulawesi / Lombok Programme for Earthquake and Tsunami Infrastructure Reconstruction Assistance (‘PETRA’ in short) to support the Government of Indonesia’s Rehabilitation and Reconstruction programmes in the two Provinces.

The ultimate goal of PETRA is to contribute to the rehabilitation and reconstruction of key infrastructure to support the resilient recovery of disaster-affected communities in both provinces. It addresses the need to accelerate the restoration of critical public services (such as health and education), improve economic livelihood opportunities for affected communities, while, at the same time, enhancing resilience to future shocks in both provinces. It will be guided and informed by the post-disaster needs assessments and will be fully aligned with relevant national and sub-national recovery plans.

PETRA will deliver two outputs, namely: (a) Rehabilitation and reconstruction of partially and fully damaged infrastructure for critical public services; and (b) Rehabilitation of affected communities’ economic infrastructure to promote more resilient and sustainable livelihoods

This position supporting procurement activities under the overall guidance of the Procurement Officer position. The incumbent will coordinate with various units to support procurement activities and administration. The Procurement Associate work in close collaboration with the Operations, Programme, project staff to exchange information and ensure consistent service delivery.

DUTIES AND RESPONSIBILITIES

1. Ensure Implementation of operational strategies, focusing on achievement of the following results:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies
  • Provision inputs to preparation of procurement team result-oriented work plans.

2. Support procurement processes for projects, focusing on achievement of the following results:

  • Preparation of procurement plans for projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UN rules and regulations.
  • Preparation of Purchase orders and contracts in and outside Atlas, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in Atlas. . Buyers profile in Atlas.
  • Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Presentation of reports on procurement in the project
  • Preparation of routine correspondence, faxes, memoranda and reports on procurement in accordance with prevailing procedures.

3. Contribution to the Implementation or sourcing strategy, focusing on achievement of the following result:

  • Updating procurement intranet including contract, roaster and supplier information.

4. Ensure provision of logistical services, focusing on achievement of the following result:

  • Arrangement for vehicle rental when is necessary, hotel and conference facilities, as requested by the unit.

5. Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  • Participating in the training course for the operations/ projects staff or procurement.
  • Providing guidance to operations/projects staff for preparation of micro-purchasing transaction. Contributing to knowledge networks and communities of practice.
  • Effective contribution to learning and knowledge in gender mainstreaming in procurement

6. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

REQUIRED SKILLS AND EXPERIENCES

Education:*

  • Bachelor Degree in Civil Engineering, Business Administration, Public Administration, Finance, Economics or related field is required would be preferable, but it is not requirement

Experience:*

  • Minimum 4 years of professional experience, preferably in the field of development for candidates with Bachelor Degree and 6 years for candidates with Diploma Degree
  • Knowledge of and experience in managing complex procurement of emergency response related projects will be highly desirable.
  • Experience in Engineering Procurement and Construction would be preferable
  • Some experience in developing bill of quantity would be preferable.
  • Good inter-personal and team building skills.
  • Full time availability for project management support duties is essential.
  • Familiar with Government and UN/UNDP procedures would be desirable
  • Solid computer skills required, knowledge of spreadsheet and database packages
  • Experience in handling of web-based management systems would be highly desirable.
  • Experience in UNDP or UN Agency Operations Management is highly advantageous

Language Requirements:

  • Fluency in written and spoken English and Bahasa is an absolute necessity

Other Requirements:

  • Excellent interpersonal communication skills, writing ability and administrative skills.
  • Ability to work in multidisciplinary teams.
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc. would be an asset
