Job Description

Scope of Work

The Individual Consultant will work with PMU of SP4N-LAPOR project and undertake the following tasks:

  1. Developing inception report which consists:
  1. Desk review and field assessment on performance monitoring strategy development that includes:
  • Background, objective, expected output and work plan;
  • Theoretical framework for the monitoring and evaluation strategy;
  • Instrument or tool or checklist of data collection;

b. International lesson learned on public service performance and evaluation strategy;

2. Developing draft report on performance monitoring and evaluation strategy which covers:

  1. Background, objective, expected output, and theoretical framework;
  2. International lesson learned on performance monitoring and evaluation strategy on public service;
  3. Current performance monitoring and evaluation strategy;
  4. Gap analysis of the current performance monitoring and evaluation strategy against the ultimate strategic goal and function of the LAPOR! system;
  5. Proposed performance monitoring and evaluation strategy the LAPOR! system;
  6. Performance monitoring and evaluation indicators for the implementation of SP4N-LAPOR! system.
  7. Proposed gender indicator of performance monitoring and evaluation for the implementation of SP4N-LAPOR!.
  8. Master plan of performance monitoring and evaluation strategy 2019 -2024.
  1. Developing final report on performance monitoring strategy of SP4N-LAPOR!

Deliverables/ Outputs

1st payment will be made upon submission of the following outputs:

Inception report which includes:

a. Desk review and field assessment on performance monitoring strategy development that includes:

- Background, objective, expected output and work plan;

- Theoretical framework for the monitoring strategy formulation justification;

- Instrument or tool or checklist of data collection;

b. International lesson learned on public service performance evaluation strategy;

2nd payment will be made upon submission of the following outputs:

1. Developing draft report on performance monitoring and evaluation strategy which covers:

    1. Background, objective, expected output, and theoretical framework;
    2. International lesson learned on performance monitoring and evaluation strategy on public service;
    3. Current performance monitoring and evaluation strategy;
    4. Gap analysis of the current performance monitoring and evaluation strategy against the ultimate strategic goal and function of the LAPOR! system;
    5. Proposed performance monitoring and evaluation strategy for the implementation of SP4N LAPOR! system;
    6. Performance monitoring and evaluation indicators for the implementation of SP4N LAPOR! system.
    7. Proposed gender indicator of performance monitoring and evaluation for the implementation of SP4N-LAPOR!.
    8. Master plan of performance monitoring strategy 2019 -2024.

2. Minutes of relevant meetings or workshop;

3rd payment will be made upon submission of the following outputs:

  1. Developing final report on performance monitoring strategy of SP4N-LAPOR!;

Minimum Qualifications

  • Academic Qualifications:

    At least Master’s degree in social science, management, public policy, statistic or other related discipline, and

    Years of experience:

  • Minimum 8 years of professional experience in monitoring and evaluation system;
  • International experience in designing and developing monitoring and evaluation strategy and conducting monitoring and evaluation using quantitative and qualitative method in development program;
  • Strong understanding government policy and government administration as well as in operation management in public service;
  • Have working experience with government sector in providing technical expertise in public service and/or public management area;
  • Strong experience in writing reports.
  • III. Competencies and special skills requirement:

  • Practical experience in monitoring and evaluation in public organizations at the national and regional level;
  • Experience in designing and formulating strategic policy in relation with public service management;
  • Experience in development research and report writing through a participatory approach;
  • Excellent public speaking and presentation skills;
  • Fluency in English with excellent written communication skills, and strong experience writing research and project reports;
  • Having a good understanding of gender equality/gender mainstreaming;
  • Have ability to work effectively in a team;
  • Having initiative, flexibility and innovation;
  • Global mind-set;
  • Ability to work in a multicultural environment and limited supervision;
  • Fluency in English with excellent written communication skills;
  • Fluency in Bahasa Indonesia would be an asset.
