Job Description

BACKGGROUND

UNDP supports implementation of the Sustainable Development Goals (SDGs). In Indonesia, UNDP works with the Government to integrate SDGs into national plan and policies.”

The rapid growth of palm oil production globally has largely come at the expense of forested areas. Indonesia, as one of the world’s largest producers of palm oil, has received much attention in recent years particularly from the global community concerning the sustainability of its palm oil production. For example, oil palm expansion caused one-quarter of all deforestation in Indonesia between 2009 and 2011 (Greenpeace 2013). Fifty six per cent of the oil palm plantations in Indonesia have replaced forests (Koh & Wilcove 2008), most significantly in the provinces of North Sumatra, Riau and Jambi, and the south-western borders of Kalimantan (Romijin et al. 2013). Continued deforestation adds significant environmental pressures on ecologically sensitive areas, with extensive impacts on biodiversity, habitat fragmentation, land degradation and soil erosion.

Currently, palm oil represents 17% of total agricultural revenues, making it a key agricultural product of Indonesia. In 2016 palm oil represented 2.36 % of Indonesia’s GDP (The World Bank 2016; Indonesia Investments 2017). This shows that the benefits and apparently positive economic impact of this commodity are significant. However, the conversion of land towards homogenous structures leads to the degradation of important ecosystem functions and an unprecedented loss of tropical biodiversity. Identifying more environment and biodiversity friendly oil palm management options is therefore considered critical to reconcile economic and ecological functions in tropical lowland regions and peatland area.

Addressing the above situation alongside concerns of the international community, the Government of Indonesia (GoI) has taken steps towards building a greener economy that promotes growth, equity, improved livelihood and environmental integrity including in the palm oil sector. Aiming to support the government’s actions, UNDP has been working together with the Ministry of Agriculture and the Coordinating Ministry of Economic Affairs in Indonesia to achieve the country’s goals of sustainable palm oil production through the Sustainable Palm Oil Initiative (SPOI). The SPO initiative aims to improve the capacity of palm oil smallholders and conserve natural resources together with the Government of Indonesia’s Sustainable Palm Oil (ISPO) system. One of the key activities of the SPOI is to facilitate a government-led multi-stakeholder forum (FoKSBI) to develop, formalize and then support in the implementation of a Sustainable Palm Oil National Action Plan (NAP-SPO, or RAN-KSB).

The NAP has now been finalized and legalized through Presidential Instruction; and SPOI has expanded its scope of work with support from new funding sources including the Good Growth Partnership (GGP) programme, funded by the Global Environment Facility (GEF), and SECO, IKEA and GIZ´s contributions to the Green Commodities Programme, all parallel sources of funding to achieve the SPOI´s goals. SPOI, through those globally managed projects, have already directly supported NAP´s implementation by improving the enabling policy environment for sustainable palm oil at national and subnational level including through landscape level land use planning, and by strengthening smallholder farmers’ support systems.

The SPO Initiative is under National Implementation Modality with the Ministry of Agriculture, and in coordination with the Coordinating Ministry of Economic Affairs, with support services from the UNDP Country Office. Taking into account the parallel financing mentioned above is being re-organized around 4 components:

1. Support smallholder farmers via the creation of sustainable farmers support systems that will enhance their engagement, their organization and governance (through Farmers Groups) and their adoption of good agricultural practices;

2. Enhance dialogues, build consensus and partnerships with key national and subnational stakeholders related to palm oil production, and create more effective policy enabling environments;

3. Collaborate with the government and other stakeholders to improve environmental monitoring and management; and

4. Strengthen the national palm oil ISPO standard for greater market access.

In support of the GoI’s efforts to pursue sustainable palm oil development, the SPOI will continue implemention of pilot landscapes activities that will further contribute towards the National Action Plan (NAP) implementation. In ensuring an effective implementation of landscape activities under SPOI, UNDP seeks to hire a SPOI Landscapes Coordinator.

Under direct supervision of the National Project Manager and in coordination with the Global GGP Manager, the SPOI Landscapes Coordinator will support the oversight of SPOI’s pilot activities that contribute to the implementation of the National Action Plan of Sustainable Palm Oil in UNDP’s target landscapes; encompassing current landscapes and expansion landscapes. Work-streams include, but not limited to: (1) Smallholder Support Strategies for Government and Smallholder Capacity Building, (2) Dialogues, consensus and policy strengthening, (3) Environment Management and Monitoring, (4) ISPO and market access. S/he will support the National Project Manager in ensuring that the project produces the relevant outputs and achieves the detailed targets as specified under the four components of the SPOI project. S/he will also seek advice from the Technical Officer of the Environment Unit of UNDP Indonesia Country Office on matters related to UNDP contract administration.

Duties and Responsibilities

SPOI Landscapes Coordinator will be responsible for the following aspects:

1. Effectively manage implementation of activities under the SPOI to achieve project specified outputs especially related to policy work and landscape (district) level activities, in close collaboration with SPOI Platform team overseeing landscape-level forum and strategies aligned to support NAP implementation work-streams (components 1,2,3,4):

  • Support the implementation, coordination and monitoring of the landscape level project activities, including managing SC staff and ICs needed to implement these activities;
  • Support the National Project Manager with the implementation of relevant activities to achieve outputs under the four components of the SPOI project; especially when they relate to production, land use planning and land use change monitoring policies, laws and regulations at national level;
  • Ensure that all work at landscape level is carried out in close coordination with existing multistakeholder platforms/Forae, as well as the Platforms Coordinator and Officer, as relevant;
  • Work closely with respective partner (responsible parties) ie. CI and other partners in ensuring the implementation of the landscape level activities in Indonesia, in coordination with relevant UNDP Country Office focal points;
  • Support the National Project Manager, on the coordination with IFC and UNEP-FI on transaction child project and WWF on demand child project for the integration of the Program integration;
  • Report to the National Project Manager on activity progress;
  • In coordination with the National Project Manager, report regularly to the GGP Global Manager on the progress of GGP Production Project implementation;
  • Support in the drafting of ToRs for related expert consultants, meetings and workshops;
  • Identify critical issues, troubleshoot problems, and develop solutions to the overall process of SPOI landscape activites implementation; where relevant including towards its alignment of NAP work streams implementation;
  • Consult with the GGP Global Manager, and the SPOI National Program Manager and/or UNDP-CO Focal Point on any issue that requires their attention, including issue related to deviation from the approved work plans and its tolerance;
  • Support the National Project Manager in ensuring the effective monitoring of the NAP implementation work streams in accordance with the approved project work plan;
  • Support the National Project Manager in ensuring the effective monitoring of the GGP Production implementation work streams in accordance with the approved project work plan;
  • Prepare high quality and result-oriented progress reports to be submitted to UNDP Country Office (i.e. project Assurance), UNDP GCP, as well as public communications, if required;
  • Provide inputs and data for external project reports if required by the project Assurance Team.
  • Ensure compliance of the landscape level activities with the UNDP Social and Environmental safeguards

2. Create and nurture strategic partnerships and support to the implementation of resource mobilization

  • Support the establishment and maintaining of good working relationships with government institutions, private sector, civil societies and universities;
  • Support the landscape-level private sector engagement processs;
  • In collaboration with the Communication & Knowledge Exchange Officer, provide inputs and support to all SPOI project communication & knowledge activities;
  • Identify opportunities to, and facilitate mobilize resources for NAP implementation work-stream activities, and prepare substantive briefs on possible areas of cooperation;
  • Support in providing technical review of sub contracts related and/or relevant to landscapres NAP implementation work-streams;
  • Facilitate knowledge building and management for, and derived from the landscapes and NAP implementation workstreams
  • Work closely with the project team to identify best practices and lessons learnt from project and NAP implementation activities, and from other initiatives that can be help achieve the project goals and objectives;
  • Build the capacity of project personnel, as relevant, to facilitate and ensure appropriate management and timely delivery of outputs;
  • In collaboration with the Communication & Knowledge Exchange Officer, provide inputs into production of knowledge products such as best practices and lessons learnt for knowledge sharing; and contributes to knowledge networks and communities of practice, including the Green Commodoties Community.

3. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

Required Skills and Experience

Education:* •

Master’s degree or equivalent in Agriculture, Forestry, Natural Resource Management, Environmental Studies, Climate Change, Public Policy, Environmental Policy, International Development or related fields.

Experience:*

  • Minimum 3 years of prior relevant work experience in the field of sustainable agriculture, environment and/or natural resource management, and climate change. Experience in developing country is an advantage;
  • Minimum 1 years of experience on sustainable palm oil issues at the global and national level.
  • Proven experience in implementation of projects that have components on sustainable development, climate smart agriculture, environmental policy, environmental management and climate mitigation; project management is an advantage.
  • Experience working and coordinating with government officials, community organizations, NGOs, private sector and/or smallholders.
  • Technical knowledge in commodities, social environmental issues and deforestation is an asset.
  • Experience with UNDP is an advantage.

Language Requirements:

  • Fluency in written and spoken English is a necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Demonsrated strong familiarity with managing/coordinating development projects; at UNDP and/or other UN agencies is an asset;
  • Knowledge on social and environmental issues related to palm oil development highly desirable;
  • Demonstrated ability to liaise, coordinate and work with NGOs, private sector an in particular, government entities;
  • Good organizational skill, with strong experience in organizing and facilitating multi-stakeholder meetings and workshops;
  • Excellent ability in writing reports, summarizing papers, and delivering presentations to international and national audiences;
  • Excellent inter-personal and team building skills;
  • Full time availability for project managemet duties is essential; and
  • Up to date computer skill required.
