UN Global Pulse
Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action.

Pulse Lab Jakarta
Global Pulse established Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.

Pulse Lab Jakarta combines data science and social research to help make sense of our interconnected, interdependent, and complex world. The Lab is a joint initiative of the United Nations and the Government of Indonesia, via United Nations Global Pulse and the Ministry of National Development and Planning (BAPPENAS) respectively. As the first innovation lab of its kind in Asia, Pulse Lab Jakarta is working to close information gaps in the development and humanitarian sectors through the adoption of big data, real time analytics and artificial intelligence.

Since Pulse Lab Jakarta was established in 2020, much has changed in the context in which it operates. PLJ realises that contributing to a stronger data ecosystem is crucial to ensure the sustainability of the use of data innovation in development. Three main components of this ecosystem are i) increase interest and capability of our stakeholders to

harness insights from innovative data analyses and non-conventional data sources; ii) improved collaboration amongst our different stakeholders; and iii) increased respect for data protection and privacy principles.

As PLJ evolved, it has recognised the need for a much more focused approach on ensuring that its knowledge products can be used effectively by a wider range of stakeholders outside of the lab, in particular, policy makers of partner governments. PLJ is seeking a Government Partnership Officer to spearhead the lab’s efforts to bridge between its research and the use of this research by policy makers. The Government Partnership Officer will report directly to PLJ’s Partnerships and Advocacy Lead and working closely with the lab’s Data Science and Social Systems teams.

DUTIES AND RESPONSIBILITIES

1. Lead PLJ’s efforts for knowledge transfer to government counterparts and the adoption of its prototypes within government institutions:
• Support government partners in articulating their information needs with regards to advanced data analytics and contextual user research, and subsequently matching relevant needs with suitable expertise within the lab;
• Identify ways to increase the quality and quantity of demand for advanced data analysis and contextual user research.
• Identify appropriate capacity building opportunities for government partners and external resources that can be leveraged for this effort;
• Coordinate collaborative research projects between the lab and government partners;
• Oversee adoption and incubation processes for PLJ prototypes in government institutions;
• Ensure all projects are well documented in order to ensure effective knowledge transfer to partners.
• Ensure that collaborative research projects are implemented in accordance to the gender equality accountability framework and Gender equality Results Based management at programme level i.e. performance management, gender marker assignment in web based system ATLAS , reporting, etc

2. Support PLJ’s established governance processes:
• Ensure that governance mechanisms such as Joint Steering Committee and Technical Committee meetings occur regularly;
• Coordinate content and consolidate agendas for Joint Steering Committee and Technical Committee meetings;
• Ensure that all governance meetings are appropriately documented;
• Ensure that PLJ sufficiently meets Government of Indonesia’s information and reporting requirements.
• Contribute to PLJ’s internal capacity building efforts to facilitate appropriate management and timely delivery of outputs, including in integrating gender analysis and gender mainstreaming to collaborative research projects whenever possible.

3. Develop and maintain effective working relationships with PLJ’s national and subnational government partners, focusing especially on building functional work relationships with PLJ’s main government counterpart, the Ministry of National Planning and Development (BAPPENAS):
• Ensure regular check-ins between PLJ Management and main government counterparts;
• Ensure alignment between PLJ’s work and the development priorities of the Government of Indonesia;
• Increase PLJ’s profile across other relevant national and subnational government agencies in Indonesia, with a view of identifying potential new partners for PLJ’s services.

4. The candidate of the position should avoid any kind of discriminatory behaviour including gender discrimination and ensure that:

REQUIRED SKILL AND EXPERIENCES

Education:*

Masters degree in a relevant field of study, or a Bachelor degree with augmented with substantive professional experience

Experience:*

A minimum 3 years of professional experience for candidates with a Masters degree, and a minimum of 7 years of professional experience for candidates with a Bachelor Degree

Language Requirements:

• Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

• Comprehensive knowledge of Indonesian government systems, including a sound understanding of government working mechanisms, communication structures, reporting requirements, and cultural norms.
• Demonstrated familiarity with UN development projects in Indonesia is an advantage.
• Relevant experience in aligning goals between donor-funded development projects and Government of Indonesia’s priorities.
• Solid understanding of how advanced data analytics can be utilised for government decision-making is desirable.
• An understanding of data privacy issues in Indonesia is also desirable.
• Excellent inter-personal skills.
