COVID 19 is having a growing dramatic impact on the health of the people of Indonesia, a country with the fourth largest population in the world. For millions of them, the epidemic also threatens employment, livelihoods and access to public services at a time when they most need them. The human development impact of COVID 19 is strong and will be long lasting. It will be even stronger for the poor and the vulnerable, including the estimated 40 per cent of the population amounting to about 180 million people living just above the national poverty line and vulnerable to external shocks. Women, especially female headed households and women working in the large informal economy, daily workers and people with disabilities who are also facing multifold challenges in Indonesia, will be the worst affected.

COVID 19 will place a heavy strain on the national health system and health structures at all levels, which in large part have not been prepared to face a disaster of the magnitude of COVID 19. Health workers will bear the brunt of the impact being more exposed than anyone else and still inappropriately protected. In addition, health workers lack financial and other incentives, which are critical to retain them in an emergency situation where they feel exposed and undergo considerable stress.

COVID 19 also heavily impacts the economy of Indonesia. While the scope of the damage difficult to fully anticipate at this point and while Government is making efforts to cushion that impact, COVID 19 is a risk to the macro-stability of the Indonesian economy that has been achieved and to trade. In the case of Indonesia, the epidemic will also do heavy damage to sectors such as tourism and other services, which are highly exposed to crisis and at the same time providing a significant share of national revenue and employments. In a situation of a sudden economic slowdown, micro, small and medium size enterprises, including the dynamic start-ups of Indonesia, which account for 90 per cent of the economic tissue, will be the most affected and many of them may not survive. Moreover, the impact will likely be severe on the large workforce which is employed in informal sector, like street vendors and daily workers. The economic and social impact of COVID 19 will therefore be heavy, multi-sectoral and while having immediate effects, it will also span over a medium to long period of time.

UNDP supports Indonesia and its people with immediate and longer-term response to the COVID-19 Pandemics, which is human development centered and multi-sectoral, as implied by UNDP’s broad development mandate. As a member of the UN development system, UNDP has an important role to play in the response to the COVID 19 crisis in Indonesia. UNDP’s immediate response to COVID-19 is organized in 4 main streams:

  1. Immediate strengthening of health systems and health governance and building of their longer-term resilience.
  2. Direct support to an inclusive and “whole of society” response for prevention and mitigation at central and local levels.
  3. Addressing the socio-economic impacts of COVID-19 to protect the Indonesian people and safeguard progress towards the Sustainable Development Goals.
  4. Utilizing digital solutions and big data analysis for enhanced national response.

The National Project Manager (NPM) will responsible to manage UNDP immediate response and recovery activities and supervise RESTORE project support team. The NPM is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost. He/she will work under the direct supervision of Team Leader of Resilience and Reconstruction Unit and in close collaboration with Resilience and Reconstruction Unit, other programme units of UNDP Indonesia Country office ( CO ) and respective projects, operations team of the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement a coherence UNDP immediate response and assist the CO to pave a way to the medium and longer-term recovery support.

The RESTORE Project is under Direct Implementation Modality (DIM) thus the primary reporting responsibility of the incumbent is to the UNDP Deputy Resident Representative as National Project Director as the primary supervisor. Additionally, for matters related to project management activities and UNDP contractual administration the Team Leader of Resilience and Reconstruction Unit will be the secondary supervisor.

DUTIES AND RESPONSIBILITIES

1. Manage and supervise the project team to ensure effective implementation and achievement of results:

  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
  • Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops;
  • Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management;
  • Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary;
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
  • Thorough analysis on contribution of project outputs toward achievement of outcome level results within the context of the COVID-19 response and recovery in the country.
  • Active participation in various policy and partnership fora, as well as relevant conferences and meetings on COVID-19 response and recovery at national and subnational level to keep abreast of the sector and facilitate programme development;
  • Effective support in identifying new ideas for mid- and longer-term recovery intiatives through consultation with the Government, Development Partners, WHO and other UN agencies and NGOs.
  • Consults with the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Performs Project Manager duties on UNDP’s ERM (ATLAS) in line with the DIM manual and as outlined in the delegation of authority for Project Managers.
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
  • Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools

2. Ensure effective planning, budgeting, and implementation of the project

  • Provision of substantive input and support to the initiation/ design of projects within the area of responsibility as well as translation of UNDP’s priorities into local interventions in coordination with Team Leader RRU at Country Office
  • Prepares project’s annual and quarterly work plans and organizes project board meetings to obtain their approval;
  • Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
  • Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team;
  • Organizes quarterly project board meetings and reports to the project board the project’s quarterly progress together with any issues that may require project board decisions; and
  • As required and directed by the project board, liaises with UNDP’s Quality Assurance, Reporting and Evaluation (QARE) Unit to facilitate project review, reporting and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by QARE;
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system ATLAS , reporting, etc

3. Create and nurture strategic partnerships and support to the implementation of resource mobilization

  • Close collaboration and partnership with UNDP’s programme Units, given multi-sectoral dimension of the response and the need to maximise effect of the response through effective synergies within the CO.
  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability;
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

4. Facilitate knowledge building and management for and from the project implementation.

  • Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Organizes and delivers trainings for the operations/project staff on project/programme management issues;
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
  • Identifies policy issues for codification and sharing;
  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and Contributes to knowledge networks and communities of practice
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming
  • Effective project management in terms of identifying the appropriate modalities for acquiring inputs for project activities (e.g. recruitment & procurement modalities)
  • Maintenance of established advocacy networks which are linked to international networks and proposed for expansion of network to the Team Leader at Country Office, thus relevant, high-impact advocacy campaigns are implemented with key partners.

5. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

  • Human rights and gender equality is prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • Differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;

RECRUITMENT QUALIFICATIONS

Education:

  • Minimum Master’s Degree or bachelor’s degree in international relations, political science, development studies, natural science, disaster risk reduction, risk management, digitalization, e-governance, partnerships, or other relevant fields.

Experience:

  • Minimum 3 years for master’s degree or 7 years for Bachelor’s Degree of relevant hands-on experience in providing project management services , monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
  • Experience including analytical work, programme/project development. Solid experience in coordination for preparedness, humanitarian and recovery programme and experience in managing post-disaster response and recovery project.
  • Experience working and networking with the private sector, Civil Society Organization (CSO), universities will be highly desirable
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web-based management systems will be an advantage.
  • Experience working in an international organization and multi-cultural environment, with agencies implementing disaster risk reduction will be highly desirable
  • Knowledge and understanding of Sendai Framework for Disaster Risk Reduction (SFDRR) and Sustainable Development Goals (SGDs) will be highly desirable
  • Knowledge of development contexts of the country and on-the-groundwork experience on development issues in the country is an asset.
  • Knowledge of UN/UNDP’s rules and procedures would be desirable but not essential.

Language Requirements:

  • Fluency in English and Bahasa Indonesia in both writing and speaking.

Other Requirements:

  • Familiarity with UNDP development projects in Indonesia would be preferable
  • Knowledge on various donor’s reporting requirements
  • Good inter-personal and team building skills.
  • Full time availability for project management support duties is essential.
  • Familiar with Government and UN/UNDP procedures would be desirable
  • Experience in handling of web-based management systems would be highly desirable.
