Who We Are 

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is a non-profit organization established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966.

Founded in 1965, SEAMEO is a chartered international organization whose purpose is to promote cooperation in education, science and culture in the Southeast Asian region. Its highest policymaking body is the SEAMEO Council, which comprises the Ministers of Education of the 11 Southeast Asian countries.

The Center derives its juridical personality from the SEAMEO Charter and possesses full capacity to contract; acquire, and dispose of, immovable and movable property; and institute legal proceedings. Moreover, SEARCA enjoys in the territory of each of its member states such privileges and immunities as are normally accorded United Nations institutions. Representatives of member states and officials of the Center shall similarly enjoy such privileges and immunities in the Philippines as are necessary for the exercise of their functions in connection with SEARCA and SEAMEO.

SEARCA has embraced the rhythms of change. Its Tenth Five-Year Plan (FYP) has directed SEARCA to move away from "business-as-usual" strategy as it no longer suffices in coping with the increasing complexities, uncertainties, and nonlinearities of its constantly changing environment. The "new normal" conditions in Southeast Asia compels SEARCA and all of its key partners to initiate anew a paradigm shift towards accelerating transformation through agricultural innovation (ATTAIN) in its Eleventh FYP.

Terms of Reference:

<ol>
	<li>Provides support in coordinating and monitoring administrative-related activities of the unit to ensure their smooth and efficient operation;</li>
	<li>Provides support in the development and establishment of all capacity building programs under the unit, particularly backstopping pre-, during, and post-training activities;</li>
	<li>Assists in research and consolidation of relevant documents, monitoring of program implementation, and maintenance of records related to the unit’s capacity building initiatives;</li>
	<li>Assists in preparing budget, reports, and other documentary requirements of the unit;</li>
	<li>Coordinates logistical arrangements for team meetings and learning events;</li>
	<li>Supports the development, implementation, and evaluation of the unit’s communication strategy with its partners and stakeholders through online (website and social media content) and print (brochures, reports) channels;</li>
	<li>Contributes to team brainstorming on new projects and initiatives and on creative approaches to team and project management;</li>
	<li>Assists in preparing contracts, and in monitoring and processing payments of consultants, resource persons, and/or technical service providers;</li>
	<li>Assists in preparing draft internal and external communication/correspondence;</li>
	<li>Maintains an efficient record management system for all unit transactions and activities; and</li>
	<li>Performs other tasks that may be assigned by the Unit Head from time to time.</li>

Skills

	<li>Communication: Excellent oral and written skills; strong interpersonal and client-focused mindset.</li>
	<li>Organization &amp; Analysis: Highly organized and detail-oriented; strong ability to summarize quantitative and qualitative data.</li>
	<li>Technical Proficiency: Advanced skills in MS Office (Word, Excel, PowerPoint), Google Workspace, Adobe tools, and virtual platforms such as Zoom and MS Teams.</li>
	<li>Self-Management: Able to multitask under tight deadlines, work with minimal supervision, and deliver high-quality outputs consistently.</li>

Program Associate

Job Summary

Reporting to the Treasury Services Unit Head, the Specialist, Treasury supports cash and liquidity management, monitoring of investment earnings, payment processing, and banking transactions. The position requires good analytical and decision-making skills, resourcefulness, initiative, and effective coordination with banks, financial institutions, and internal units.

Key Responsibilities

<ul>
	<li>Monitors interest earned from all investments and maintains related schedules and records.</li>
	<li>Prepares and submits summaries of investment earnings for coordination and reconciliation with the Accounting Unit.</li>
	<li>Monitors bank balances, cash inflows and outflows, and daily, weekly, and monthly liquidity requirements.</li>
	<li>Prepares cash position, cash forecast, and reconciliation reports.</li>
	<li>Coordinates with banks and internal units on fund transfers, payments, cash requirements, and other treasury transactions.</li>
	<li>Processes payment vouchers, Letters of Instruction (LOIs), reimbursements, cash advances, and other treasury transactions.</li>
	<li>Records incoming payments in SAP and facilitates the issuance of Official Receipts and acknowledgement letters.</li>
