Job Description

Applicants will be endorsed to our sister company, the Institute for Solidarity in Asia. ISA is a non-stock, non-partisan, not-for-profit public governance reform advocacy. It was founded in the wake of People Power II and is headed by former Finance Secretary and leading Philippine Economist Jess Estanislao. ISA works with national government agencies and local government units, guiding them toward achieving transformative breakthrough results using the Performance Governance System (PGS), a performance management framework developed at the Harvard Business School. The PGS is hinged on Kaplan and Norton’s Balanced Scorecard and allows public sector institutions to create a brighter future, accomplish their goals, and deliver excellent public service.

Duties and responsibilities

  • Develop NGA partners in the executing the elements of the PGS, directly contributing to the goals and targets of the NGA Team,
  • Oversee the PGS implementation of their assigned partners together with the partner’s PGS Core Team, Technical Working Group, and/or Office for Strategy Management
  • Prepare proposals and/or contracts for NGA PGS partners, and work closely with the Finance and Accounting Staff in monitoring all processes pertaining to the signing of the contract up until payment of services;
  • Coordinate, prepare and execute logistical and administrative requirements of ISA and partner-NGAs in program implementation;
  • Write documentation and reports on programs and interventions;
  • Ensure that all financial, managerial and legal obligations of NGA PGS partners are met;
  • Co-facilitate working sessions with the Program Officer and Executive Director;
  • Share inputs to the Program Officer and Executive Director to enhance the Performance Governance System (PGS);
  • Assist the other PMUs in the preparation and implementation of ISA’s institutional events, publications, and other institution-wide programs;
  • Work closely with ISA’s other program management units in support of ISA’s mission and strategy.
  • Handle other projects and tasks that may be assigned by superiors.

Note: Some ISA events are held out of town and/or after regular working hours. Employee must be able to work without constraints during these periods

Minimum Qualifications

  • Bachelor’s Degree holder in Economics, Development Studies, Political Science, Management and/or other related fields.
  • At least one year of experience in program or project management before taking on the position is an advantage.
  • Previous experience working for or with a national government agency or a local government unit is an advantage
  • Excellent interpersonal and relationship management skills to effectively manage the implementation of programs with NGA PGS partners
  • Planning, organizing, execution and time management skills
  • Excellent oral and written communications in order to clearly and persuasively present ideas and directives to the partners, ISA Executives, and the NGA-PMU members
  • Familiarity with Harvard Business School’s Balanced Scorecard technology or other similar performance management frameworks
  • Genuine desire to contribute to the good governance advocacy of ISA.
