Job Description

BACKGROUND


“UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP supports implementation of the Sustainable Development Goals (SDGs). In Indonesia, UNDP works with the Government to integrate SDGs into national plan and policies.”

UNDP Indonesia Country Programme 2016-2020 developed in partnership with the Indonesian Government addresses the unfinished business of the Millennium Development Goals and support national efforts to advance the 2030 Sustainable Development Agenda. The programme contributes directly to MoH National Action Plan 2015-2019 , objective 1) increasing the health status of society and; 2) increasing the responsiveness and protection to society towards social and financial risks related to health and Outcome 2 of the UNDP country Programme for Indonesia (2016-2020), which are aligned with the Indonesian Government Health Sector’s Objectives, commitment to Universal Health Coverage, SDG3 Ensure healthy lives and promote wellbeing for all at all ages (target 3.8 in particular) and other Sustainable Development Goals.

One of the Country Programme outcomes is national institutions strengthened for Equitable access to quality basic social services and social protection. Aligned with this particular outcome, the Health Governance Initiative will contribute to support specific national efforts to achieve SDG 3 and with a focus to meet Indonesia’s commitment to address inequity in health through Universal Health Coverage. Working with government counterparts and civil society organisations, the Health Governance programme will leverage UNPD’s global expertise in governance for health and implementation support for large health initiatives. The programme will develop innovative solutions and capacities through technical assistance, south-south cooperation and partnerships for improved and sustained health outcomes for all. The Health Governance Programme will have two outputs: (i) By 2022, strengthened national policy and institutional environment that is governing access to affordable medicines through evidence based and multisector collaborations. (ii) By 2022, the performance of national programmes is improved and positively impacts the coverage and the sustainability of services delivery and the health system better integrates environmental concerns in waste management practices to mitigate or limit its impact on environment(s) and prevent and reduce diseases related to climate change.

This position is located primarily in project management unit under overall guidance project officer or in a large project report to Operations Manager position to support the project on a day-to-day basis to cover administration functions such as procurement, HR, general office and general project administration. (Note: Security is a key function can be covered under this position and should be factored as an essential project management/operational costs. However, security personnel are normally outsourced.)

Under the overall guidance of the Health Governance Project Manager, the Project Clerk provides project support services ensuring high quality of work, ensures accurate, timely and properly recorded/documented service delivery.

DUTIES AND RESPONSIBILITIES

1. Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:
• Compiles, summarizes, and presents basic information/data on specific project and related topics or issues.
• Implement project standard operating procedures in line with the government and UNDP’s regulations;

2. Support to the effective reporting on progress of project implementation
• Support the administration in preparing annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a project.
• Support to the preparation of quarterly project reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner;
• To provide administrative support for preparation of results oriented progress reports.

3. Provides administrative support to the Project Management Unit focusing on achievement of the following results:
• Support the focal point for Administrative and office coordination of project implementation activities to process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
• Provision of general office assistance such as response to simple information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc.

4. Support strategic partnerships, communication and support to the implementation of resource mobilization
• Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
• In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.

5.Supports knowledge building and knowledge sharing focusing on achievement of the following results:
• Participation in the trainings for the operations/ projects staff.
• Contributions to knowledge networks and communities of practice

REQUIRED SKILLS AND EXPERIENCES


Education:*

Bachelor in accounting, finance, or management.

Experience:*

• 1 year for Bachelor degree with 1 year UNDP experience (could be inclusive of 6 months intership) on financial administration, book keeping, office administration and working in similar position in an NGO and/or International Organization/National Corporation would be desirable
• Have experience in management of event at the national level
• Demonstrates detail orientation proactive attention to outcomes and expectations, ability to understand and effectively use information and data

Language Requirements:

• Good in written and spoken English is required;
• Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

• Fully computer literate (MS Office);
• Demonstrated keen interest in the work of the UN;
• Demonstrated the ability to successfully interact with individuals from different cultural backgrounds and beliefs which include willingness to try and understand and be tolerant of different opinions and views;
• Good inter-personal skills;
• Full time availability for project management support duties is essential;
• Familiar with Government and UN/UNDP procedures would be desirable.
