Job Description
UNDP Indonesia has been supporting the Government of Indonesia in the area of conflict prevention and peace building since early 2000. As an archipelagic country with more than 17,000 islands and with a diverse population of more than 75 ethnic groups, Indonesia faces tremendous challenges in keeping the country united and peaceful. The big wave of communal violence in some parts of Indonesia during the 1998 – 2004 periods had caused at least 10,000 people death, in which 90% of deaths closely related with the ethno-religious conflict.
Even though there is a notable decline with regard to the communal violent conflicts in Indonesia since the 1998-2004 periods, the country remains one of the most conflict prone countries in the region. The situation in post conflict areas of Kalimantan, Sulawesi and the Maluku is relatively calm at this moment although some remnants of tension remain. After the signing of Helsinki Peace Accord, Aceh is presently peaceful although the condition is still fragile. Despite a recent push by the GOI to accelerate Papua’s development through a Special Autonomy policy, the separatist struggles in the region is still ongoing on small scale but gradually increasing. Moreover, the tendency for inter-tribal conflicts and frictions between the local people and settlers coming from outside of Papua is also increasing in the recent years.
The pattern of communal conflicts in the recent years has also shifted from mainly the identity conflicts (such as ethnic or religious conflicts) to a more complex pattern which mainly relates to uneven development and democratization process. The ongoing decentralization policy, for example, has led to an outbreak of local election disputes which are often followed by collective violence.
In addition, Indonesia is experiencing an increasing tendency of violent extremism and radicalization, with terrorist attacks in various places of the country. The number of violent conflicts in Indonesia which relates to religious-based violence and intolerance has been steadily increasing in the last ten years. With more than 200 cases of religious-based violence per year, the issue of violent extremism and radicalization is a serious matter for Indonesia. With funding from the Government of Japan, UNDP Indonesia in collaboration with the State Islamic University (UIN Syarif Hidayatullah, Jakarta) will implement a project called “Enhancing the Role of Religious Education in Countering Violent Extremism in Indonesia” that will address the issue of radicalization and violent extremism through the entry point of religious education. As a relatively new path in the field of conflict prevention/ peace building, this initiative will open up wider opportunities for UNDP and other relevant partners in contributing to Indonesia’s efforts in countering violent extremism and intolerance
Under the overall guidance and supervision of Project Coordinator for CVE, the Project Assistant located primarily in project management unit under direction by project finance officer or in a large project report to Project Coordinator for CVE to support the project on a day-to-day basis to cover clerical financial aspects and administration functions and support to such as book keeping, procurement, HR, general office and general project administration. responsible for effective, efficient, and support to timely execution of financial and administrative services and processes in CVE project and transparent utilization of financial resources and integrity of financial services. The Project Assistant promotes a client-oriented approach consistent with UNDP rules and regulations. He/she analyzes and interprets the financial and administration rules and regulations.
Functions / Key Results Expected
1. Support the project team to ensure effective project planning, budgeting and implementation focusing on achievement of the following results:
• Assists in the coordination of project planning and preparation work for, typically, a medium-size and complex component of the project initiatives; monitors status of project proposals and receipt of relevant documentation for review and approval.
• Compiles, summarizes, and presents basic information/data on specific project and related topics or issues.
• Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
• Implement project standard operating procedures in line with the government and UNDP’s regulations;
2. Support to the effective reporting on progress of project implementation
• Preparation of budget revisions, support to the preparation of annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a project.
• Support to the preparation of quarterly project reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner;
• Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management
• To provide administrative support for preparation of high quality and results oriented progress reports.
3. Provides administrative support to the Project Management Unit focusing on achievement of the following results:
• Serves as focal point for administrative, HR, Procurement, Security and office coordination of project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
• Provision of general office assistance such as response to complex information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc.
• Drafts correspondence on budget-related issues, periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
4. Support strategic partnerships, communication and support to the implementation of resource mobilization
• Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
• In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.
5. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
• Participation in the trainings for the operations/ projects staff.
• Synthesis of lessons learned and best practices in project support management function.
• Contributions to knowledge networks and communities of practice.
Impact of Results
The key results have an impact on the overall CVE project success in quality and timely delivery, efficiency in financial resources management and success in implementation of operational strategies. Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance UNDP credibility in use of financial resources.
Minimum Qualifications
Education:*
Bachelor degree in Accounting, Finance, Business, Public Administration, Economics, Political Sciences, Social Sciences or other relevant fields of study would be desirable, but it is not a requirement.
Experience:
* Minimum 3 years of professional experience, preferably in the field of development for candidates with Bachelor Degree and 5 years for candidates with Diploma Degree
• Demonstrated familiarity with UNDP development projects in Indonesia.is desirable.
• Knowledge of and experience in supporting administration and finance projects will be highly desirable.
• Strong knowledge and experience in project management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
• Good inter-personal skills.
• Full time availability for project management support duties is essential.
• Familiar with Government and UN/UNDP procedures would be desirable
• Up-to-date computer skills required, knowledge of spreadsheet and database packages
• Experience in handling of web based management systems would be preferable.
Language Requirements:
• Fluency in the UN working language and the national language of the duty station.
