Job Description

BACKGROUND

Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action.

Pulse Lab Jakarta

Global Pulse established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.

As a lab, PLJ needs to continue to push the boundaries of experimentation with new data types and emerging technologies in relation to sustainable development and humanitarian action. This includes exploring new data sources for insights into salient development issues; combining new digital data sources with existing datasets to gain new insights; and exploring the nexus between advanced data analytics and human-centered approaches.

Under the guidance of the lab’s Senior Management, the Partnerships Officer’s main responsibility is to manage the outreach of PLJ to the private sector to encourage public-private partnerships in experimenting with new digital data sources, including ensuring that agreements to facilitate the partnerships are in place. The Partnerships Officer manages specific projects in one or more of the Lab’s practice area and contributes to the lab’s strategic planning while ensuring consistency of new partnerships with the Lab’s overall goals.

The Partnerships Officer contributes to identifying opportunities to expand Pulse Lab Jakarta’s portfolio across in new practice areas across the Asia Pacific region.

The Partnerships Officer reports to the Social Systems Lead (Partnerships Advisor) and works in close collaboration with the Lab’s Senior Management. The Partnerships Officer will work closely with a wide variety of stakeholders such as UN Agencies and Government officials, technical advisors and experts, multi-lateral and bilateral donors and civil society to successfully innovate with new digital data sources for development and humanitarian action in Indonesia.

DUTIES AND RESPONSIBILITIES

  1. Identify, establish and facilitate key partnerships for Pulse Lab Jakarta both in Indonesia and across the region focusing on the following key results:
    • Identify and mobilize key strategic private sector partnerships to enhance impact and influence for Pulse Lab Jakarta’s strategic priorities.
    • Maintain effective relationships with local counterparts in UN agencies, funds, and programmes to promote and strengthen coordinated support for Pulse Lab Jakarta.
    • Lead the establishment and achievement of specific private sector resource mobilization/partnership goals and objectives.
    • Identifies opportunities to expand PLJ’s portfolio across the region.
    • Ensure that collaborative research projects are implemented in accordance to the gender equality accountability framework and Gender equality Results Based management at programme level i.e. performance management, gender marker assignment in web-based system ATLAS, reporting, etc
  2. Support PLJ’s Social Systems and Data Science teams to ensure timely delivery of high-quality projects:
    • Oversee the progress of selected joint projects undertaken with partners;
    • Craft strategic reporting and information materials to communicate the project’s results to relevant stakeholders and partners;
    • Share the results of PLJ’s work to a broader, relevant set of stakeholders and audience for increased impact.
    • Contribute to PLJ’s internal capacity building efforts to facilitate appropriate management and timely delivery of outputs, including in integrating gender analysis and gender mainstreaming to collaborative research projects whenever possible
  3. Provides support to the management team to enhance the outreach of PLJ’s activities:
    • Keep management abreast of new developments and trends in private and other sectors to ensure PLJ remains relevant.
    • Ensures PLJ’s objectives and activities are in line with GoI and UN Partnership Development Framework (UNPDF) priorities.
    • Provide technical support to multi-stakeholder mechanisms, especially in regard to the Lab’s government/civil society partnership-building activities.
    • Identify new sectors with available quality data that can be accessed and mined for potential projects.
  4. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

REQUIRED SKILLS AND EXPERIENCES

Education:*

  • Masters degree in a relevant field of study, or a Bachelor degree with augmented with substantive professional experience

Experience:*

  • A minimum 3 years of professional experience for candidates with a Masters degree, and a minimum of 7 years of professional experience for candidates with a Bachelor Degree

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Excellent interpersonal communication skills, writing ability and administrative skills.
  • Relevant experience in facilitating public-private partnerships for development and humanitarian purposes
  • Ability to work in multidisciplinary teams.
  • Ability to engage and negotiate with high level personnel in governmental institutions, private institutions, external agencies, etc.
  • Proven analytical skills and ability to conceptualize strategic intervention
  • Ability to work flexibly and dynamically within a lab environment where change is the norm
