Safety, Health and Environment Officer | Project Based | Cebu  

Position Summary:

This position is responsible for the Occupational Safety, Health and Environmental Systems of the TPVI-Demolition Project in TPVI, Naga, Cebu. This position also ensures compliance to safety and environmental laws, regulations, standards, policies as mandated by the various regulatory agencies of the government and of Aboitiz Power.

Duties and Responsibilities:

• Identifies hazards in the project workplace, its impact to the business activities and its mitigating measures to minimize the likelihood of risk occurrence through constant engagement and collaboration with various departments.
• Conducts constant inspection and monitoring of the project work site; and work practices, to ensure strict adherence with established safety regulations and policies such as, but not limited to, Permit-to-Work system.
• In the event of non-compliance to safety, leads the execution of “Stop Work” until compliance is achieved.
• Identifies potential environmental hazards of the project workplace, its impact to the business activities and its mitigating measures together with the project stakeholders.
• Supports discussion with the project team on improving output of Contractors’ outputs such as, but not limited to, emergency response, Construction Safety and Health Plan and task risk analysis. The task includes, but not limited to, thorough review of the Contractors’ deliverables.
• Ensures hazardous wastes are monitored, handled and disposed of properly in accordance with established guidelines and procedures.
• Reviews the Task Risk Assessments submitted by the contractor
• Ensures that all the works of the project are fully compliant with all the TPVI safety rules and regulations. This includes the PTW system.
• Conforms to the company’s Integrated Management Systems policies, standards, procedures and guidelines.
• Verifies and evaluates incidents/accidents/near misses reported by the ERT, assists in determining the root causes and corrective actions taken to prevent recurrence.
• Review Contractor’s safety programs/activities in promoting housekeeping.
• Leads and supports the daily tool box talk of the project contractors and ensures that health and safety are enforced.
• Reports to the Project Lead any safety related issues immediately.
• Performs other tasks and responsibilities that may be assigned

• Preferably Bachelor of Science in Civil Engineering or related courses.
• Preferred to have PRC license;
• Preferred to have Safety Officer II training (minimum)
• At least 2 - 3 years experience in Safety and Environmental Management in demolition/construction projects
• Has experience on the following, but not limited:
  • Development of Construction Safety and Management Plant.
  • Development of Demolition Plan
  • Development of Emergency Preparedness/Response
