The Lab

The Lab is a Philippines-based innovation organization founded by the late Dr. Sixto K. Roxas III. It builds district-level development systems for unserved and underserved communities. It combines household-level field data, economic and environmental diagnostics, and deployable technologies/businesses to help accelerate community growth. The Lab is one of the few organizations globally that can connect real community data directly to working programs, infrastructure, and measurable household outcomes. The Lab gathers granular evidence on income, assets, food security, education, mobility, and ecological pressures. This data powers custom incubation level to investment-ready portfolios that integrate connectivity, digital identity, MSME enablement, agriculture modernization, financial inclusion, and essential services—built to match each district’s unique conditions and stage of maturity. All initiatives are evaluated using the Sixto K. Roxas Institute for Economic Development’s (SKRI) Triple Bottom Line framework, tracking financial progress (household net worth), ecological sustainability (footprint and biocapacity), and social resilience. This allows districts to monitor real economic shifts rather than relying on traditional top-line indicators. The Lab differentiates itself by deploying complete systems rather than isolated projects. This includes digital identity infrastructure, community-ready apps, field-data pipelines, open-data dashboards, and programs that ensure device access and reliable connectivity. Each component is interoperable, transparent, and engineered to scale. At its core, The Lab aims to rebuild local economies from the ground up—equipping Filipino households with the tools, platforms, and opportunities needed to participate meaningfully in the digital economy.
