Job Description

Job Summary:

Searca seeks a visionary Deputy Director for Programs to lead transformative agricultural initiatives, forge strategic regional partnerships, and mobilize donor support aligned with Searca’s mission for inclusive and sustainable development.

Duties of the Non-Filipino Deputy Director:

1. Assist the Director in planning, managing, and monitoring Searca's core programs' performance/progress.

2. Assist the Director in coordinating the implementation of the core programs of the Center, especially in relation to the participation of the member states of Seameo.

3. Assist the Director in linkaging and networking Searca’s core programs.

4. Assist the Director in resource generation activities.

5. Assist the Director in preparing the Annual Report and other related reports of the Center as it relates to its core programs.

6. Serve as Center Officer in Charge in the absence of the Director.

7. Perform all other duties as directed by the Director or by the Center’s Governing Board.

The candidate must be willing to take up the position on a full-time basis for a term of three (3) years. At least three referees will be required to submit a written recommendation for the applicant. These referees will be contacted in case the Search Committee decides on such a need in the screening process of the applicant.

The candidate must submit the Letter of Intent for the position, latest Curriculum Vitae with 2x2 colored photo, and three character references with their complete contact information, i.e., home and office address, email, mobile, and telephone numbers.

Minimum Qualifications

Qualifications:

1. Preferably a national of a Seameo member country, except the host country of Searca (Philippines).

2. Holder of a doctorate in agriculture or related science earned from a reputable institution of higher learning.

3. Ten years (at least) of a progressive career in agriculture or related sciences, including five years’ experience in managing programs or projects at a national, or regional or beyond Southeast Asia.

4. Demonstrated understanding of the relevant trends and challenges in the agricultural sector.

5. Ability to operationalize the strategies of the Searca Five-Year Development Plan towards the achievement of the Center's Vision/Mission.

6. Ability to transform the plan strategies to action plans/projects/research for possible external funding.

7. Experience in fundraising.

8. Strong leadership and organizational skills, highly analytical, rendering sound judgment to achieve targets.

9. Experience in establishing linkages and doing collaborative activities on both regional and international levels.

10. High level of proficiency in English language in both spoken and written form.

11. High level of personal integrity.

12. Good health and physical condition.

Who We Are The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is a non-profit organization established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966. Founded in 1965, SEAMEO is a chartered international organization whose purpose is to promote cooperation in education, science and culture in the Southeast Asian region. Its highest policymaking body is the SEAMEO Council, which comprises the Ministers of Education of the 11 Southeast Asian countries. The Center derives its juridical personality from the SEAMEO Charter and possesses full capacity to contract; acquire, and dispose of, immovable and movable property; and institute legal proceedings. Moreover, SEARCA enjoys in the territory of each of its member states such privileges and immunities as are normally accorded United Nations institutions. Representatives of member states and officials of the Center shall similarly enjoy such privileges and immunities in the Philippines as are necessary for the exercise of their functions in connection with SEARCA and SEAMEO. SEARCA has embraced the rhythms of change. Its Tenth Five-Year Plan (FYP) has directed SEARCA to move away from "business-as-usual" strategy as it no longer suffices in coping with the increasing complexities, uncertainties, and nonlinearities of its constantly changing environment. The "new normal" conditions in Southeast Asia compels SEARCA and all of its key partners to initiate anew a paradigm shift towards accelerating transformation through agricultural innovation (ATTAIN) in its Eleventh FYP.
