UN Global Pulse
Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action.

Pulse Lab Jakarta
Global Pulse established Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.

Pulse Lab Jakarta combines data science and social research to help make sense of our interconnected, interdependent, and complex world. The Lab is a joint initiative of the United Nations and the Government of Indonesia, via United Nations Global Pulse and the Ministry of National Development and Planning (BAPPENAS) respectively. As the first innovation lab of its kind in Asia, Pulse Lab Jakarta is working to close information gaps in the development and humanitarian sectors through the adoption of big data, real time analytics and artificial intelligence.

Since Pulse Lab Jakarta was established in 2020, much has changed in the context in which it operates. PLJ realises that contributing to a stronger data ecosystem is crucial to ensure the sustainability of the use of data innnovation in development. Three main components of this ecosystem are i) increase interest and capability of our stakeholders to harness insights from innovative data analyses and non-conventional data sources; ii) improved collaboration amongst our different stakeholders; and iii) increased respect for data protection and privacy principles.

To meet this ecosystemic impact, Pulse Lab Jakarta is looking for an experienced Partnerships and Advocacy Lead who, under the guidance of Head of Office, will provide service and support to government counterparts and key partners utilizing PLJ’s insights and products in data innovation for inclusive economic growth. The Partnerships and Advocacy Lead contributes to strategic planning and identifies new programme areas while ensuring consistency with the Lab’s overall priorities in line with Steering Committee guidance and ensures creative responses to emerging challenges and opportunity. The Partnerships and Advocacy Lead will establish and strengthen key partner relationships by ensuring The Lab’s insights are well disseminated and knowledge transfer to relevant stakeholders is in place. S/he will be responsible to support and manage the outreach of PLJ to the private sector to encourage public-private partnership in experimenting with new digital data sources and for identifying opportunities to expand The Lab’s portfolio across the Asia Pacific region.

The Partnerships and Advocacy Lead manages a small team and works in close coordination with the Lab’s management. S/he ensures a consistent approach with the operations and finance teams and effective communication of the PLJ portfolio with Government officials, UN agencies and donors. The Partnerships and Advocacy Lead will work closely with a wide variety of stakeholders such as UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully innovate with new digital data sources for development and humanitarian action in Indonesia. S/he must be a detailed oriented person, focused on the needs and goals of PLJ key partners, has strong communication skills and a team player.


DUTIES AND RESPONSIBILITIES

1. Ensures the provision of high quality policy advocacy to the Government focusing on achievement of the following results:
• Provide technical oversight and serve as a lead technical resource for the provision of technical assistance and capacity building initiatives.
• Identify and coordinate the provision of technical assistance to partners.
• Ensure strategic support for the capacity-building of national counterparts is managed effectively.
• Ensure the introduction of performance indicators/success criteria, targets and milestones to managed activities.
• Ensure that collaborative research projects are implemented in accordance to the gender equality accountability framework and Gender equality Results Based management.
• Lead team members to adapt existing knowledge products for appropriate usage by government partners.

2. Identify, establish and facilitate key partnerships for Pulse Lab Jakarta both in Indonesia and across the region focusing on the following key results:
• Determine the partnership landscape in Indonesia to ensure shared value partnerships for Pulse Lab Jakarta.
• Identify and mobilise key strategies of public and private sector partnerships to enhance impact and influence for Pulse Lab Jakarta’s strategic priorities.
• Maintain effective relationships with key counterparts in UN agencies, Donor agencies and other development programmes to promote and strengthen coordinated support for Pulse Lab Jakarta.
• Ensure that Pulse Lab Jakarta’s partnerships are in line with PLJ’ Strategic Framework 2020-2030.
• Lead the establishment and achievement of specific private sector resource mobilization/partnership goals and objectives.
• Keep management abreast of new developments and trends in private and other sectors to ensure PLJ remains relevant.
• Identifies opportunities to expand PLJ’s portfolio across the region.

3. Facilitates the establishment of high quality knowledge building and management focusing on achievement of the following results:
• Ensure that required expertise and technical assistance is made available to government and civil society partners/counterparts.
• Effective mechanisms and systems are in place and functioning to identify, document and synthesize lesson learned and best practices for sharing and learning throughout the region.
• Maintain project briefs and activity information for civil society, donors, academia, private sectors and other stakeholders as appropriate to support PLJ’s communications activities including through preparation of statements and other communication materials.
• Provision of high quality information and analysis to the government counterparts to inform the strategic direction of local development priorities.
• Collate research-based information and evidence to enrich the achievement of development results.
• Ensure development results are communicated to all relevant stakeholders.

4. Provides advice on strategy and support to the management team as well as enhancing the outreach of PLJ’s activities:
• Provide technical support to multi-stakeholder mechanisms, especially in regard to the Lab’s government/civil society partnership-building activities.
• Development of practical policies and plan recommendations.
• Identify new sectors with available quality data that can be accessed and mined for potential projects.

5. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

• Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;

• Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;
• Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

REQUIRED SKILLS AND EXPERIENCES
Education:*

Master degree/ Bachelor degree in International Relations, Economics, Political Sciences, Social Sciences, Computer Science or other relevant fields of study relevant to the position.

Experience:*

• Minimum 8 years of professional experience (Master) or 10 years of experience (Bachelor) at national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
• A creative thinker, with hands on experience in capacity building with local government
• Experience working on data innovation and big data is preferable
• Knowledge of Indonesia’s public sector and experience working with government agencies (preferred)
• Solid understanding of how advanced data analytics can be utilised for government decision-making is desirable.

Language Requirements:

• Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

• Excellent interpersonal communication skills, writing ability and administrative skills.
• Ability to work in multidisciplinary teams.
• Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
• Proven analytical skills and ability to conceptualize strategic intervention.
• Ability to work flexibly and dynamically within a lab environment where change is the norm
