Purpose and responsibilities of the role:
The Phildev Executive Director will be responsible for managing PhilDev S&T, and discharging the responsibilities focused on strategy and planning, fund development, public relations/advocacy, partner relations and operations management.
Key Deliverables, Duties and Responsibilities:
Strategy
- Take a leadership role in driving a collaborative process with the Board, staff and members that would result in the development of goals, objectives and operational plans for the organization;
- Execute and manage programs in line with the PhilDev Strategic Plan
- Oversee preparation of the annual operating plan, budget and other necessary financial documents. Provide information and justifications for the Board in its budgetary review and approval process;
Fund Development & Partner Relations
- Develop a fundraising plan to meet PhilDev S&T annual goal of USD $100,000 / Php 5.5m. Manage and oversee all fund development activities, cultivation and stewardship of donors, event planning and identifying new resources. Actively seek and maintain a donor base of individual, business, foundation and government segments. The plan may include events such as a fundraising Gala.
- Lead organization’s financial growth in order to maintain healthy cash flow, provide full services to our constituents and maintain adequate reserves to support board-approved investment and risk-taking.
- Strengthen relations with the government agencies (DTI, DOST, DICT, USAID, foreign aid) promoting PhilDev’s mission and vision and collaborate with these agencies in implementing PhilDev’s various programs; Evaluate opportunities and oversee all grant applications and proposal writing to successfully secure partnership programs.
- Work with academe as our partners in implementing PhilDev’s programs, in enhancing research capabilities and engineering curricula of the universities, and in building a sustainable entrepreneurial ecosystem;
- Promote PhilDev’s mission and vision among the private sector, collaborate with these corporations in establishing programs for their specific needs and develop these corporations as PhilDev’s funding partners.
Public Relations/Advocacy
- Promote PhilDev’s visibility and welfare through participation and membership in community forums, civic organizations and activities that are aligned with PhilDev’s mission and vision;
- Represent PhilDev in all media relations by participating in interviews, providing opening & closing remarks at PhilDev events and developing press releases/other media type engagements;
- Strengthen PhilDev’s brand and image as an advocate and spokesperson;
Organizational and Operations Management
- Evaluate PhilDev S&T non-profit status working with lawyers to understand tax position. Provide input and recommendations for path forward (i.e. re-prioritize partners & opportunities, develop for-profit arm, etc.)
- Manage the Foundation to ensure efficient and cost effective operations with the appropriate controls and reporting, financial and operational, to ensure proper operations of the Foundation.
- Ascertain that employment policies are adhered to in all employment practices and partners with the Board to implement changes;
- Lead, motivate and develop staff and Board so that they are passionate about what PhilDev has achieved and are committed to working effectively toward continual improvement;
- Ensure the organization has diverse staff with skills appropriate to the needs of the position through people management activities including hiring, separation of employment, ongoing staff development, performance management, compensation and benefits;
Minimum Qualifications
Skills / Qualifications:
- A Masters Degree in Public Administration, Education, Business or Development Management or any Development Related course
- At least 8 years Experience Development Program Implementation and Project Management
- Must have experience in fundraising, project management, financial management, business development, and operational compliance
- Experience and involvement in the S&T/ Innovation Sector, Development Sector, Education Sector or the Startup Ecosystem

- Previous experience with partner programs such as USAID or similar size and scope highly preferred.
- Must be highly organized and detail oriented
- Must have M&E Technical Knowledge
Excellent Oral and Written Communication skills in English
